次のとおり一般競争入札に付します。

１　調達内容

⑴　品目分類番号　14、71、27

⑵　調達件名及び数量　業務系・情報系端末の統合及びデータレス型クライアント端末賃貸借・保守業務　一式

⑹　入札方法　落札者の決定は、総合評価落札方式をもって行うので、提案に係る性能、機能、技術等に関する書類（以下「総合評価のための書類」という。）を提出すること。なお、落札決定にあたっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。

２　競争参加資格

⑴　予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。

⑵　予算決算及び会計令第71条の規定に該当しない者であること。

⑶　令和４・５・６年度文部科学省競争参加資格（全省庁統一資格）において、「役務の提供等」の「Ａ」の等級に格付けされ、関東・甲信越地域の競争参加資格を有する者であること。なお、当該競争参加資格については、令和６年３月29日付け号外政府調達第58号の官報の競争参加資格の資格に関する公示の別表に掲げる申請受付窓口において随時受け付けている。

⑷　本機構理事長から取引停止を受けている期間中でないこと。

⑸　「暴力団員による不当な行為の防止等に関する法律」に規定するところの暴力団員及びその構成員、準構成員又はその関係者でないこと。

⑹　一般財団法人日本経済社会推進協会または海外の認定機関により認定された審査機関による、情報セキュリティマネジメントシステム（ＩＳＭＳ）を取得していること。ただし、社内に同等の情報セキュリティ管理体制の構築及び運用を確立している場合はその限りではない。

⑺　プライバシーマークの認定を取得しているまたは、社内に個人情報保護方針を定めていること。

⑻　本件と同等以上の規模の端末導入実績を３者（受託実績が同一組織の場合、別部署であっても１者とみなす）以上有すること。

⑼　本件と同様のWeb分離機能導入実績を１者以上有すること。

⑽　上記⑹～⑼以外に仕様書に記載の要件を満たしていること。

(11)　本公告に示した物品を第三者をして貸付けようとする者にあっては、当該物品を自ら貸付できる能力を有するとともに、第三者をして貸付けできる能力を有すること。

３　入札書の提出場所等

⑵　入札説明書の交付方法

①　上記３⑴の交付場所にて交付。

②　本機構ＨＰからのダウンロードで交付。

①②ともに本公告の日から交付する。なお②の場合パスワードが必要となるので、電子メールで（keiri-k@jasso.go.jp）まで、以下の要領でパスワードの送付を依頼すること。

電子メールの件名を「パスワード交付依頼（※入札件名を記載）」し、電子メールの本文に、会社名、全省庁統一資格の業者コード、担当部署、担当者氏名、電話番号、ＦＡＸ番号、メールアドレスを記載すること。

⑶　入札説明会の日時及び場所　令和７年１月31日11時00分　独立行政法人日本学生支援機構東銀座事務所内

⑷　入札書等の受領期限　令和７年３月11日17時00分

４　その他

⑴　契約手続きにおいて使用する言語及び通貨

日本語及び日本国通貨。

⑵　入札保証金及び契約保証金　免除。ただし、落札者が契約を結ばない場合には、落札価格の５パーセントに相当する違約金を支払わなければならない。

⑶　入札者に要求される事項　この一般競争に参加を希望する者は、封印した入札書に総合評価のための書類及び入札説明書に示す提出書類を添付し、入札書の受領期限までに提出しなければならない。入札者は、開札日の前日までの間において、本機構から当該書類に関し説明を求められた場合は、それに応じなければならない。

⑷　入札の無効　本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書、その他入札説明書による。

⑸　契約書作成の要否　要。

⑹　落札者の決定方法　本公告に示した物品を納入できると理事長が判断した入札者であって、本機構契約事務取扱細則第12条の規定に基づいて作成された予定価格の制限の範囲内で、入札説明書で指定する性能、機能、技術等（以下「性能等」という。）のうち、必須とした項目の最低限の要求要件をすべて満たしている性能等を提案した入札者の中から、入札説明書で定める総合評価の方法をもって落札者を定める。

⑺　手続における交渉の有無　無。

５　Summary

⑴　Contracting Entity : Tomoya Yoshioka, President, Japan Student Services Organization (JASSO).

⑵　Classification of the services to be procured : 14, 71, 27

⑶　Nature and quantity of the services to be required : Integration of internal and external terminals and maintenance and lease of data less client terminal, 1 set

⑷　Fulfillment period : From the date of agreement through 31, December, 2030. (Details are as in the tender documentation)

⑸　Fulfillment place : as in the tender documentation

⑹　Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :

①　not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.

②　not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.

③　have the Grade A in terms of the qualification for Participating intender of the “offer of services” by Ministry of Education, Culture, Sports, Science and Technology, (Single qualification for every ministry and agency) in Kanto･Koushinʼetsu area in the fiscal year, 2022, 2023, 2024.

④　not be currently under a suspension of business order as instructed by the President.

⑤　“Law about prevention of an unfair act by a gangster” be not the mobster and the member, the associate member or the person concerned going to be prescriptive in.

⑥　It is required to have obtained an Information Security Management System (ISMS) certification from the Japan Economic and Social Promotion Association or an overseas accredited organization. However, this does not apply if an equivalent information security management system has been established and is operated internally.

⑦　It is necessary to have obtained Privacy Mark certification or to have established a personal information protection policy internally.

⑧　The entity must have a record of implementing terminals of a scale equal to or greater than this project for three or more entities (if the commissioned projects are within the same organization, different departments are considered as one entity).

⑨　The entity must have a record of implementing web isolation functions similar to this project for at least one entity.

⑩　Fulfill the requirements indicated in the specification except for ⑹ to ⑼.

⑪　prove to have the ability to lease the products concerned by themselves and by a third party, should the products requested through this notice be leased by a third party.
