１　調達内容

⑴　品目分類番号　61

⑵　購入等件名及び数量

ポータブル電源　20ＵＮ

⑶　調達件名の特質等　入札説明書による。

⑹　入札方法　落札決定にあたっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札金額とするので、入札者は消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。

２　競争参加資格

⑴　予算決算及び会計令第70条の規定に該当しない者であること、なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。

⑵　予算決算及び会計令第71条の規定に該当しない者であること。

⑶　契約担当官等から指名停止の措置を受けている期間中の者でないこと。

⑷　令和６年度有効の全省庁統一競争参加資格「物品の販売」の「Ａ」、「Ｂ」、「Ｃ」又は「Ｄ」の格付を保有し、北海道地域に競争参加資格を有する者であること。

⑸　上記１⑶の調達件名の特質等に合致した購入物品及び数量を確実に納入し得ることを証明できる者であること。

⑹　日本国内で調達物品の検査を行うため、日本国内に検査設備及び要員等を確保でき、分任契約担当官の実施する検査の立会に応じられる者であること。

⑺　暴力団関係者の排除　都道府県警察から暴力団関係業者として防衛省が発注する物品等の契約から排除するよう要請があり、当該状態が継続している者でないこと。

⑴　契約手続きにおいて使用する言語及び通貨

⑶　入札者に求められる義務　封印した入札書に２の競争参加資格を有することを証明する書類を添付して入札書の受領期限まで提出しなければならない。

⑷　入札の無効　本公告に示した競争参加資格のない者の行なった入札及び入札に関する条件に違反した入札。

⑸　契約書作成の要否　要

⑹　落札者の決定方法　予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行なった入札者を落札者とする。

５　Summary

⑹　Qualification for participating in the tendering Procedures : Suppliers eligible for participating in the proposed tender are those who shall :

①　Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.

②　not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.

③　Participations must not be currently under suspension of tender by contract officer, etc

④　Have Grade A, B, C or D in terms of the qualification for participating in tenders by Ministry of Defense (Single qualification for every ministry and agency) in the fiscal years 2022／2023／2024

⑤　Those who can certify that they should deliver contracted amount of goods which must meet requirement listed in a public announcement on procurement

⑥　Those who have testing equipment and personnel available in Japan at an inspection of procurement goods conducted by a contracting officer in charge

⑦　You shall not be requested to eliminate from tenders of Ministry of Defense of Japan by each Prefectural Police in Japan as a crime syndicate concerned agency／trader／dealer and still under such condition.
