１　調達内容

⑴　品目分類番号　26

⑵　調達件名及び数量　令和７年度福岡労働局事務用消耗品（事務用品類）の調達（単価契約）

⑹　入札方法　予定数量に単価を乗じた総価にて行う。落札決定に当たっては、入札書に記載された金額に課税対象金額の10％に相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税等に係る課税事業者であるか免税事業者であるかを問わず、見積った契約金額の110分の100に相当する金額を入札書に記載すること。

２　競争参加資格

⑴　令和04・05・06年度厚生労働省競争参加資格（全省庁統一資格）において、九州・沖縄地域で「物品の販売」の「Ａ」、「Ｂ」又は「Ｃ」等級に格付けされている者。

⑵　予算決算及び会計令第70条の規定に該当しない者。

なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別な理由がある場合に該当する。

⑶　予算決算及び会計令第71条の規定に該当しない者。

⑷　厚生労働省から指名停止の措置を受けている期間中ではない者。

⑸　経営状態が著しく不健全であると認められるものではない者。

⑹　商法その他の法令の規定に違反した営業を行ったものではない者。

⑺　資格審査申請書及びその添付書類の重要な事項又は事実について虚偽の記載をし、又は記載をしなかったものではない者。

⑻　社会保険等（厚生年金保険、健康保険（全国健康保険協会が管掌するもの）、船員保険、国民年金、労働者災害補償保険及び雇用保険をいう）に加入し、該当する制度の保険料の滞納がない者（加入義務がないものは除く。）。

⑼　入札書提出時において、過去１年以内に、厚生労働省所管法令違反により行政処分等を受けていない者であること。

３　入札書の提出場所等

４　電子調達システムの利用

本件は、電子調達システムを利用した応札及び入開札手続により実施するものとする。

原則、入札は電子入札によること。

ただし、紙による入札書の提出も可とする。

５　その他

原則、契約書の締結は電子契約によること。

⑸　落札者の決定方法　予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で、最低価格をもって有効な入札を行った者を落札者とする。

６　Summary

⑹　Qualification for Participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall ;

①　Have Grade “A, B or C in the Sell of product” in the Kyushu-Okinawa Area in terms of the qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) related in fiscal years, 2022, 2023 and 2024 ;

②　Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting ; Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;

③　Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ;

④　Not be currently under a suspension of business order as instructed by the Ministry of Health, Labour and Welfare ;

⑤　Prove neither the business condition nor credibility is deteriorating ;

⑥　Do not perform business that violates the provisions of the Commercial Code and other laws and regulations；

⑦　Prove to have no false statement in tendering documents ;

⑧　Social insurance, etc. (Welfare annuity insurance, health insurance, sailors insurance, national pension, workers' compensation insurance, employment insurance) that you have subscribed to (except that there is no subscription obligation.). In addition, those who do not have arrears of premiums ;

⑨　Not receive administrative deposition by violation of Ministry of Health, Labour and Welfare laws and ordinances within the past one year ;

⑺　Time-limit for tender : 1 : 00 PM, 7 March, 2025.
