１　調達内容

⑴　品目分類番号　26

⑵　購入等件名及び数量　札幌第３合同庁舎及び札幌家庭簡易裁判所ほか12庁舎で使用する電気　年間使用予定電力量　3,887,646kWh

⑶　調達件名の特質等　入札説明書による。

⑷　契約期間　令和７年４月１日から令和８年３月31日まで

⑸　納入（需給）場所　支出負担行為担当官が指定する場所

⑹　入札方法　入札金額は、各社において設定する契約電力に対する単価（kW単価、年度を通じて単一のものとする。）及び使用電力量に対する単価（kWh単価、年度を通じて単一のものとする。）を根拠とし、当庁が提示する予定契約電力及び予定使用電力量の総価を入札金額とすること。

なお、落札決定に当たっては、入札書に記載された金額に当該金額の100分の10に相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てた金額とする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった金額の110分の100に相当する金額を記入した入札書を提出すること。

２　競争参加資格

⑴　予算決算及び会計令第70条の規定に該当しない者であること。

なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。

⑵　予算決算及び会計令第71条の規定に該当しない者であること。

⑶　令和４・５・６年度法務省競争参加資格（全省庁統一資格）「物品の販売」のＡ、Ｂ又はＣ等級に格付され、北海道地域の競争参加資格を有する者であること。

上記資格の申請の時期及び場所は、全省庁統一資格審査申請の方法による。

⑷　電気事業法第２条の２の規定に基づき小売電気事業の登録を受けている者であること。

⑸　省CO２化の要素を考慮する観点から、入札説明書に記載する基準を満たすこと。

⑹　入札説明書の交付を受けた者であること。

⑵　入札説明書の交付期間及び交付方法　本公告の日から令和７年１月29日までの行政機関の休日に関する法律（昭和63年法律第91号）第１条に規定する行政機関の休日を除く８時30分から12時00分及び13時00分から17時00分までの間に、上記３⑴の交付場所にて交付する。

⑶　入札の無効　本公告に示した競争参加資格のない者のした入札及び入札に関する条件に違反した入札は無効とする。

⑷　契約書作成の要否　要

⑸　落札者の決定方法　予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

⑹　手続における交渉の有無　無

⑺　電子調達システムの利用　本件は、電子調達システムを利用することができる案件である。

５　Summary

⑶　Nature and quantity of the products to be purchased : Electricity used in Sapporo National Government Building No. 3. Sapporo Family and Summary Court and 12 Branch Bureau Government Offices ; the estimated consumption of electricity for the year 3,887,646kWh.

⑷　Delivery period : From 1 April 2025 through 31 March 2026

⑸　Delivery place : Place designated by the Official in charge of disbursement of the procuring entity.

⑹　Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Persons under Conservatorship or Persons under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have the Grade A, B or C in “Sale of product” in the Hokkaido area in terms of the qualification for participating in tenders laid down by the Ministry of justice (single qualification for every ministry and agency) for the purpose of procurement in the fiscal years 2022, 2023 and 2024. ④Have registered in accordance with Article 2－2 of the Electricity Utilities Industry Law. ⑤From the standpoint of cosidering the element of reduction of CO２ discharge, satisfy the standard showed in the explanatory paper for the bid.
