⑹　入札方法　入札金額は、総価を記載すること。なお、落札の決定に当たっては、入札書に記載された金額にそれぞれ当該金額の10パーセントに相当する額を加算した金額とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。

２　競争参加資格

⑴　予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別な理由がある場合に該当する。

⑵　予算決算及び会計令第71条の規定に該当しない者であること。

⑶　令和４・５・６年度内閣府競争参加資格（全省庁統一資格）において「役務の提供等」のＡ、Ｂ、Ｃ又はＤの等級に格付けされている者であること。

⑷　契約担当官等から指名停止の措置を受けている期間中の者でないこと。

⑸　警察当局から、暴力団又は暴力団員が実質的に経営を支配する事業者又はこれに準ずる者として、国発注業務等からの排除要請があり、当該状態が継続している者でないこと。

⑹　大阪府公共工事等に関する暴力団排除措置要綱、大阪府暴力団排除条例等に基づく入札参加除外措置を受けていない者又は同要綱別表に掲げる措置要件に該当しない者であること。

⑺　予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。

４　その他

⑴　入札及び契約手続において使用する言語及び通貨　日本語及び日本国通貨。

⑵　入札保証金及び契約保証金　免除。

⑶　入札者に求められる義務　この一般競争に参加を希望する者は、封印した入札書のほかに、必要な証明書等を受領期限までに提出しなければならない。

⑷　入札の無効　本公告に示した競争参加資格のない者の提出した入札書及び入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。

⑸　契約書作成の要否　要。

⑹　落札者の決定方法　本公告に示した物品を納入できると支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

⑺　手続における交渉の有無　無。

５　Summary

⑴　Content of the procurement

①　Classification of the products to be procured : 17

②　Nature and quantity of the products to be purchased : Lease of vehicle

③　Particulars and others of procurement title : As shown in the tender documen-tation.

④　Period of contract : As shown in the tender documentation.

⑤　Delivery place : As shown in the tender documentation.

⑥　Tendering method : The tendering amount will be made at the total price. In determining the successful tender, an amount equal to 10% of the amount stated in the tender shall be added to the amount. Regardless of whether the tenderer is a taxable business operator or a tax-exempt business operator subject to consumption tax, the tenderer must indicate in the tender an amount equivalent to 100／110 of the estimated contract amount.

⑵　Qualification for participating in the tendering procedures Suppliers eligible for participating in the proposed tenders are those who :

①　Do not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, persons under conservatorship or persons under Assistance who obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.

②　Do not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.

③　Have Grade A, B, C or D “Provision of service and others” in terms of the qualification for participating in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2022, 2023, 2024.

④　Are not being suspended from transactions by request from the officials in charge of contract.

⑤　Are not the business operators whose management is practically controlled by gangsters or a person who has been excluded from government procurement by Japanese government.

⑥　Are not excluded from participating in the bidding based on the Outline of the Measures for Expulsion of Boryokudan from Public Works in Osaka Prefecture, Osaka Prefectural Ordinance of Expulsion of Boryokudan from Public Works, or do not fall under the category stipulated in the Appendix of the said Outline

⑦　Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order
