１　調達内容

⑴　品目分類番号　53

⑵　調達件名及び数量　旧真田山陸軍墓地（納骨堂）への骨壺運搬業務

⑶　調達案件の仕様等　「仕様書」による。

⑷　履行期間　契約締結日の翌日から令和７年９月30日

ただし、骨壺等の安置作業は令和７年７月31日までに完了させること。

⑸　履行場所　「仕様書」による。

⑹　入札方法　入札金額は総価とする。落札決定に当たっては、入札書に記載された金額に当該金額の100分の10に相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数を切り捨てた金額）をもって落札価格とするので、入札書には入札者が消費税及び地方消費税に係る課税事業者であるか、免税事業者であるかを問わず、見積もった契約希望金額の110分の100に相当する金額を記載すること。

⑺　本調達は府省共通の「調達ポータル（https://www.p-portal.go.jp/pps-web-biz/）」（以下、「ポータル」という。）を利用した応札及び入開札手続きにより実施するものとする。ただし、「紙」による入札書等の提出も可とする。

２　競争参加資格

⑴　令和４・５・６年度財務省競争参加資格（全省庁統一資格）において、資格の種類が「役務の提供等」であり、営業品目が「その他」に登録のある者であって、「Ａ、Ｂ、Ｃ又はＤ」等級に格付けされ、近畿地域の資格を有する者、又は、当該競争参加資格を有していない者で、入札書の受領期限までに競争参加資格審査を受け、競争参加資格者名簿に登録されたものであること。なお、競争参加資格の申請は、「競争参加者の資格に関する公示」（令和５年３月31日付官報）に掲載されている時期及び場所で受け付ける。

⑵　予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。

⑶　予算決算及び会計令第71条の規定に該当しない者であること。

⑷　会社更生法（平成14年法律第154号）に基づき更生手続開始の申立をしていない者又は民事再生法（平成11年法律第225号）に基づき再生手続開始の申立をしていない者であること。なお会社更生法に基づき更生手続開始の申立をした者又は民事再生法に基づき再生手続開始の申立をした者にあっては、手続開始の決定がなされた後において、競争参加資格の再認定を受けている者であること。

⑸　当局の契約担当官等と締結した契約に関し、契約に違反し、又は同担当官等が実施した入札の落札者となりながら、正当な理由なくして契約を拒み、ないしは入札等当局の業務に関し不正又は不誠実な行為をし、契約の相手方として不適当であると認められる者でないこと。

⑹　各省各庁から指名停止等を受けていない者（支出負担行為担当官が特に認める者を含む。）であること。

⑺　経営の状況又は信用度が極度に悪化していないと認められる者であり、適正な契約の履行が確保される者であること。

⑻　入札説明書等の交付を受け、入札参加申込を行い、その審査に合格した者であること。

⑹　⑶から⑸については、調達ポータルにおいてシステム障害が発生した場合には、別途通知する日時に変更する場合がある。

４　その他

⑴　入札及び契約手続において使用する言語及び通貨　日本語及び日本国通貨に限る。

⑵　入札保証金及び契約保証金　免除。なお、契約保証金の免除に当たっては、落札者が契約締結の際に令和７・８・９年度財務省競争参加資格（全省庁統一資格）を有していることを条件とする。

⑶　入札の無効　本公告に示した競争参加資格のない者のした入札、入札参加申込書又は提出資料に虚偽の記載をした者のした入札及び、入札に関する条件に違反した入札は無効とする。

⑷　契約書作成の要否　要。

⑸　落札者の決定方法　予算決算及び会計令第79条の規定に基づいて作成された予定価格の範囲内で最低の価格をもって有効な入札を行った者を落札者とする。ただし、落札者となるべき者の入札価格によっては、その者により当該契約内容に適合した履行がなされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者のうち最低価格をもって入札した者を落札者とすることがある。

５　Summary

⑴　Official in charge of disbursement of the procuring entity : NAKATA Shinichi, Deputy Director of General Affairs Division, Kinki Local Finance Bureau.

⑶　Nature and quantity of the services to be required : Transportation of urns to Sanadayama Army Cemetery (ossuary)

⑷　Fulfillment period : From the next day of a contract through September 30, 2025. Provided, however, that the work of enshrinement the urn must be completed by July 31, 2025

⑸　Fulfillment place : As shown in the specification

⑹　Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :

①　Have Grade “A, B, C or D” in “offer of services, etc” (service of kinds of “other”) in terms of the qualification for participating in tenders by Organization in the Kinki area related to the Ministry of Finance (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.

②　Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.

③　Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting

④　Not fall under the Corporate Reorganization Act (Act No. 154 of 2002) or the Civil Rehabilitation Act (Act No. 225 of 1999). Furthermore, those who have filed a petition for commencement of reorganization proceedings or commencement of rehabilitation proceedings shall obtain the authorization for repossession of the said tendering participants qualification after the commencement of proceedings.

⑤　Not those who are judged to be in appropriate as the other party to a contract on account of having violated any of the clauses of contract and illegal or unfair act previously made with an official in charge of any of the relevant local bureaus, or branch bureaus, or divisions, or offices.

⑥　Have not received suspension of designated contractor status, etc. from any ministry or agency (including person specially qualified by officials in charge of disbursement of the procuring entity).

⑦　Be a person whose business situation or trustworthiness is deemed not to have significantly deteriorated and whose proper performance of a contract can be guaranteed.

⑧　The bidder must have received the bidding instructions, etc. applied for bidding participation, and passed the screening process
