令和６年度大気汚染物質広域監視システム機器更改業務
⑶ 調達件名の仕様等 入札説明書及び仕様書による。
⑷ 履行期限 令和７年３月31日
⑸ 履行場所 入札説明書による。
⑹ 入札方法 入札金額については、業務に要する一切の費用を含めた額とする。落札決定に当たっては、入札書に記載された金額に当該金額の10％に相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税に係る課税事業者であるか免税事業者であるかを問わず、見積った契約金額の110分の100に相当する金額を入札書に記載すること。
⑺ 電子入札システムの利用 本案件は、証明書等の提出、入札を電子入札システムで行う対象案件である。なお、電子入札システムに依りがたい場合は、紙入札方式参加願を提出するものとする。
２ 競争参加資格
⑴ 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であっても、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
⑵ 予算決算及び会計令第71条の規定に該当しない者であること。
⑶ 環境省大臣官房会計課長から指名停止措置が講じられている期間中の者でないこと。
⑷ 令和04・05・06年度環境省競争参加資格（全省庁統一資格）「役務の提供等」の「情報処理」又は「ソフトウエア開発」において、開札時までに、「Ａ」、「Ｂ」又は「Ｃ」級に格付けされている者であること。
⑸ その他予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
⑹ 入札説明書において示す暴力団排除に関する誓約事項に誓約できる者であること。

⑺ 詳細は入札説明書による。本公告に示した調達案件は、仕様書案についての意見招請手続をとった場合、納入期間を十分に確保することが困難になるため、当該手続を省略した。

⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons with in the said clause ; ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ; ③are not being suspended from transactions by request of the officials in charge of contract ; ④have Grade A, B or C “Service” (Service of kinds of “Software Development” or “Information processing”) in terms of the qualification for participating in tenders by the Ministry of the Environment (single qualification for every ministry and agency) in the fiscal year 2022, 2023 and 2024 ; ⑤meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order ; ⑥pledge to excluding crime syndicates and other illegal organization defined in the bid manual
