１　調達内容

⑴　品目分類番号　73

⑵　令和７年度労働保険の未手続事業発生防止のための周知・啓発事業（起業者セミナーへの講師派遣等）

⑶　調達件名の仕様書等　入札説明書及び仕様書による。

⑷　履行期間　令和７年４月１日（予定）から令和８年３月31日までの間

⑸　履行場所　支出負担行為担当官の指定する場所

⑹　入札方法　入札金額は総価を記入すること。

落札者の決定は、総合評価落札方式をもって行うので、下記３⑵に定める期日までに、提案書類等を提出すること。

なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。

２　競争参加資格

⑴　予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であっても、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。

⑵　予算決算及び会計令第71条の規定に該当しない者であること。

⑶　令和04・05・06年度の厚生労働省競争参加資格（全省庁統一資格）において、「役務の提供等」で「Ａ」、「Ｂ」又は「Ｃ」の等級に格付けされている者であること。

⑷　次の各号に掲げる制度が適用される者にあっては、この入札の入札書提出期限の直近２年間（オ及びカについては２保険年度）の保険料について滞納がないこと。

ア　厚生年金保険

イ　健康保険（全国健康保険協会が管掌するもの）

ウ　船員保険

エ　国民年金

オ　労働者災害補償保険

カ　雇用保険

⑸　資格審査申請書又は添付書類に虚偽の事実を記載していないと認められる者であること。

⑹　経営の状況又は信用度が極度に悪化していないと認められる者であること。

⑺　厚生労働省から指名停止を受けている期間でないこと。

⑻　過去１年以内に厚生労働省所管法令違反により行政処分を受けていないこと。

ただし、次の各号に掲げる労働基準関係法令違反により労働基準監督機関から使用停止等命令を受けたが、是正措置を行い「使用停止等命令解除通知書」を受理している場合には、この限りではない。

(ア)　労働基準法、(イ)　労働安全衛生法、(ウ)　最低賃金法、(エ)　賃金の支払いの確保等に関する法律、(オ)　家内労働法、(カ)　作業環境測定法、(キ)　じん肺法、(ク)　炭鉱災害による一酸化炭素中毒症に関する特別措置法

⑼　過去１年以内に厚生労働省所管法令違反により送検され、この事実を公表されていないこと。

⑽　過去１年以内に厚生労働省所管法令に基づく公表制度により、又は違法な長時間労働や過労死等が複数の事業場で認められた企業として、平成29年１月20日付け基発0120第１号厚生労働省労働基準局長通達「違法な長時間労働や過労死等が複数の事業場で認められた企業の経営トップに対する都道府県労働局長等による指導の実施及び企業名の公表について」記３、平成31年１月25日付け基発0125第１号「裁量労働制の不適正な運用が複数の事業場で認められた企業の経営トップに対する都道府県労働局長による指導の実施及び企業名の公表について」記の３に基づく企業名の公表をされていないこと。

３　提案書類の提出場所等

⑶　企画書の提出方法　原則、上記⑴まで直接提出（持参）すること。

郵送（書留郵便に限る。）も可とするが、上記⑴あてに提案書類の提出期限までに到着するように送付しなければならない。未着の場合、その責任は参加者に属するものとし、期限内の提出がなかったものとみなす。

なお、電報、ファクシミリ及び電子メールによる提出は認められない。

原則、立会での開札は行わない。

５　電子調達システムの利用

本案件は、電子調達システムで行う。なお、電子調達システムによりがたい者は、書面により申し出た場合に限り、紙入札方式に代えることができる。紙入札方式の場合については郵送にて厚生労働省競争参加資格（全省庁統一資格）及び入札書の提出を行う。

６　その他

⑴　契約手続において使用する言語及び通貨

日本語及び日本国通貨

⑵　契約保証金　免除

⑶　入札者に要求される事項　この入札に参加を希望する者は、上記２の競争参加資格を有することを証明する書類を令和７年２月26日11時までに提出しなければならない。

また、入札に参加を希望する者は、上記証明書類と併せて、支出負担行為担当官が指定する暴力団等に該当しない旨を記した誓約書を提出しなければならない。

⑷　留意事項

ア　入札者から提出される契約関係書類については、事業者としての決定であることを要する。

イ　契約関係書類に虚偽記載等の不正が発覚した場合は、契約解除や違約金を徴収することがある。

⑸　入札の無効　本公告に示した参加競争資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書、その他入札の条件に違反した者の提出した入札書は無効とする。

⑹　契約書の作成の要否　要

⑺　落札者の決定方法　予算決算及び会計令第79条の規程に基づいて作成された予定価格の制限の範囲内であり、入札説明書等で指定する技術等の要件のうち必須とされた項目の最低限の要求要件をすべて満たしている提案をした入札者の中から、入札説明書等で定める総合評価落札方式の方法をもって落札者を決定する。ただし、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合した履行がなされないおそれがあると認められるとき、またはその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者のうち、総合評価点の最も高い者を落札者とする。

⑻　手続きにおける交渉の有無　無

⑼　契約締結日について　契約締結日までに国の予算（暫定予算を含む。）が成立していない場合は、契約締結日は予算が成立した日以降とする。また、暫定予算となった場合は、契約内容等について変更が生じる可能性や、本事業に係る予算の決定状況によって仕様の内容について変更が生じる可能性があるので、その際は双方で別途協議する。

７　Summary

⑶　Nature and quantity of the services to be required : Public relations and enlightenment for promoting the application of the Labor Insurance

⑷　Contract period : From 1 April 2025 (tentative) through 31 March 2026.

⑸　Contract Place : The place specified by the Official in charge of disbursement of the procuring entity

⑹　Qualifications for participating in the tendering procedures Suppliers eligible for participating in the proposed tender are those who shall :

①　Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.

②　Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.

③　Have Grade “A”, “B” or “C” in the public tender qualification category of “Information processing” or “Software development” among “Offer of services, etc” by the Ministry of Health, Labour and Welfare (The common qualification for all ministries and agencies) in the fiscal years of 2022, 2023 and 2024.

④　For bidders subject to the following insurance system of each item, and it is not in arrears either of insurance premiums (2 insurance year about ⑸ and ⑹) for the last two years of the bid submission deadline of this bid :

⑴　Welfare annuity insurance

⑵　Health insurance (the thing which association of national health insurance has jurisdiction over)

⑶　Seamen's insurance

⑷　National pension

⑸　Worker's compensation insurance

⑹　Unemployment insurance.

⑤　Prove to have no false statement in tendering documents.

⑥　Prove neither the business condition nor credibility is deteriorating.

⑦　Not be a period receiving a nomination stop from Ministry of Health, Labour and Welfare.

⑧　Not be received any administrative sanctions for violation of the Laws and Regulations under the jurisdiction Ministry of Labour, Health and Welfare within 1 year. However, this shall not apply in the case where the supplier took corrective actions and received “Notification of withdrawing for the order of suspension of use” after received an order of suspension of use by Labour Standard Inspection Administration, due to violation of the Labour Standard related laws and regulations (*).

⑨　Not be sent the documents to the public prosecutor's office due to violation of the Laws and Regulations under the jurisdiction Ministry of Labour, Health and Welfare and be made this fact public.

⑩　Not received any administrative sanctions for violation of the Laws and Regulations under the jurisdiction Ministry of Labour, Health and Welfare within 1 year. However, this shall not apply in the case where the supplier took corrective actions and received “Notification of withdrawing for the order of suspension of use” after received an order of suspension of use by Labour Standard Inspection Administration, due to violation of the Labour Standard related laws and regulations (*).
