１　調達内容

⑴　品目分類番号　75

⑵　件名　山形地方法務局ほか５庁舎施設維持管理業務一式

⑶　仕様　仕様書による。

⑷　履行期間　令和７年４月１日から令和10年３月31日まで

⑸　履行場所　仕様書による。

⑹　入札方法　落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。

２　競争参加資格

⑴　予算決算及び会計令第70条の規定に該当しない者であること。

なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。

⑵　予算決算及び会計令第71条の規定に該当しない者であること。

⑶　次のいずれかに該当する者であること。

①　令和４・５・６年度法務省競争参加資格（全省庁統一資格）「役務の提供等」の「建物管理等各種保守管理」においてＡ又はＢの等級に格付けされ、東北地域の競争参加資格を有する者であること。

②　令和４・５・６年度法務省競争参加資格（全省庁統一資格）「役務の提供等」の「建物管理等各種保守管理」においてＣ等級に格付けされ、東北地域の競争参加資格を有する者で、本入札公告の物件と同等以上の物件の施設管理・運営業務実績を有することを証明できる者であること。

⑷　予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。

３　電子調達システムの利用

本件は、電子調達システムを利用することができる。

４　入札書の提出場所等

⑵　入札説明書の交付期間及び交付場所

ア　交付期間　公告日から令和７年２月10日17時まで（ただし、行政機関の休日に関する法律（昭和63年法律第91号）に規定する休日を除く。）。

イ　交付場所　前記⑴の場所及び電子調達システム

⑶　入札者が提出すべき書類の提出期限等　入札に参加しようとする者は、入札説明書に定める書類を令和７年２月10日17時までに前記⑴の場所又は電子調達システムにより提出し、審査に合格しなければならない。

⑶　入札の無効　本公告に示した競争参加資格のない者がした入札及び入札に関する条件に違反した入札は、無効とする。

⑷　契約書作成の要否　要

⑸　落札者の決定方法　本公告に示した作業を履行することができると支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。

６　Summary

⑶　Nature and quantity of the services to be required : Facilities Management Services for the Yamagata District Legal Affairs Bureau and 5 Goverment Buildings

⑷　Fulfillment period : From 1 April 2025 through 31 March 2028

⑸　Fulfillment place : As in the tender explanation

⑹　Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Persons under Conservatorship or Persons under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③have Grade A or B in “Management and maintenance of building” of “offer of services etc” in the Tohoku area in terms of the qualification for participating in tenders by Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years 2022, 2023 and 2024, or have Grade C in “Management and maintenance of building” of “offer of services etc” in the Tohoku area in terms of the qualification for participating in tenders by Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years 2022, 2023 and 2024, that person who can prove that it has a track record of facility management business operations of the tender notice of property equal to or greater than the property. ④Meet the qualification requirements which The Obligating Officer Director may specify in accordance with Article 73 of the Cabinet Order.
