⑥ not be the person that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned

1 調達内容

(2) 調達件名及び数量 令和7年度福岡管内電気通信設備保守業務 一式（電子入札対象案件）

(6) 入札方法 落札者の決定は、総合評価方式をもって行うので、総合評価のための性能・機能・技術能力等に関する書類（以下「総合評価のための書類」という。）を提出すること。
なお、落札決定に当たっては、入札書に記載された金額に当該金額の100分の10に相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
(7) 電子調達システムの利用 本案件は、競争参加資格確認申請書、総合評価のための書類及びそれらの添付書類（以下、「申請書等」という。）の提出並びに入札及び契約を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、紙入札方式参加願、紙契約方式承諾願を提出するものとする。
2 競争参加資格
次に掲げる条件を満たしている者であること。
(1) 予算決算及び会計令第70条及び第71条の規定に該当しない者であること。
(2) 令和7・8・9年度一般競争（指名競争）参加資格（全省庁統一資格）「役務の提供等」の競争参加地域を九州・沖縄地域として申請している者であること。
令和7・8・9年度一般競争（指名競争）参加資格（全省庁統一資格）「役務の提供等」のA、B又はC等級に格付けされた九州・沖縄地域の競争参加資格を令和7年4月1日時点において有する者であること。
一般競争（指名競争）参加資格（全省庁統一資格）の申請の時期及び場所については、「競争参加者の資格に関する公示」（令和6年3月29日付官報）に記載されている時期及び場所で申請を受け付ける。
(3) 会社更生法（平成14年法律第154号）に基づき更生手続開始の申し立て又は民事再生法（平成11年法律第225号）に基づき再生手続開始の申し立てがなされていない者（競争参加資格に関する公示に基づく再申請の手続きを行った者を除く。）であること。
(4) 九州地方整備局の管轄区域（福岡県、佐賀県、長崎県、大分県、熊本県、宮崎県又は鹿児島県）内に本店又は支店等の拠点を有した者であること。
(5) 入札説明書に示す履行実績があることを証明した者であること。
(6) 本調達案件の配置予定管理技術者が、入札説明書に示す資格・業務経験を有する者であること。
(7) 「業務実施方針」について、全ての項目の提案が未提出でないこと、かつ、1項目でも不適切な提案がないこと。
(8) 事業協同組合として申請書を提出した場合、その構成員は、単体として申請書等を提出していないこと。
(9) 申請書等の提出期限の日から開札の時までの期間に、九州地方整備局長から指名停止を受けていないこと。
(10) 警察当局から、暴力団員が実質的に経営を支配する者又はこれに準ずるものとして、国土交通省発注工事等からの排除要請があり、当該状態が継続している者でないこと。
(11) 入札説明書の交付を下記3(3)の交付方法により、直接入手した者であること。
