次のとおり一般競争入札に付します。

が成立していない場合は、契約締結日は予算
が成立した日以降とする。また、暫定予算と
なった場合は、契約内容等について変更が生
じる可能性や、本事業に係る予算の決定状況
によって仕様の内容について変更が生じる可
能性があるので、その際は別途協議する。

(6) 入札方法 入札金額は仕様書に記載した契
約電力、力率及び使用予定電力量に、基本料
金単価ならびに電力量料金単価を乗じた総価
とする。なお、落札決定に当たっては、
入札書に記載された金額に当該金額の10パー
セントに相当する額を加算した金額(当該金
額に1円未満の端数があるときは、その端数
金額を切り捨てるものとする。)をもって落札
価格とするので、入札者は、消費税に係る課
税事業者であるか免税事業者であるかを問わ
ず、見積もった契約金額の110分の100に相当
する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であっても、契約締結のため
に必要な同意を得ている者は、同条中、特別
の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 令和4・5・6年度厚生労働省競争参加資
格(全省庁統一資格)において、厚生労働省
大臣官房会計課長より中国地域で「物品の販
売」のA等級、B等級又はC等級に格付けさ
れている者であること。

4 その他
(1) 契約手続において使用する言語及び通貨日本語及び日本国通貨とする。
(2) 入札保証金及び契約保証金 免除
(3) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書、その他入札の条件に違反した者の提出した入札書は無効とする。
(4) 契約書作成の要否 契約書作成を要す。原則、契約書の締結は電子契約によること。
(5) 落札者の決定方法 本公告に示した業務を履行できると支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の範囲内であり、入札説明書で指定する規格等の要件のうち、必須とした項目について基準をすべて満たしている入札者の中から、最低価格をもって有効な入札を行った入札者を落札者とし、この者と単価契約を締結する。
(6) 落札者の公表 氏名、住所及び落札価格等結果について公表する。
(7) 担当者等から提出される契約関係書類については、事業者としての決定であること。
(8) 押印が省略された契約関係書類に虚偽記載等の不正が発覚した場合は、契約解除や違約金を徴収する場合があり得ること。

(7) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ Have Grade A, B or C on “Sale of products” in Chugoku region in terms of the qualification for participating in tenders by the Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.
④ Join labour insurance, social insurance and have paid insurance premiums of the last two years.
⑤ Prove to have no false statement in tendering documents.
⑥ Prove neither the business condition nor credibility is deteriorating.
⑦ Have registered in accordance with Article 2-2, Electricity Utilities Industry Law.
⑧ Fulfill the conditions about the CO₂ Emissions shown from a viewpoint of global warming prevention.
⑨ Stable electric supply being possible surely.
⑩ Are not being under suspension of nomination by the Ministry of Health, Labour and Welfare
