② Have Grade A, B, C or D on “sale of product” in Tohoku Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency)
③ Do not be under suspension of nomination by Director-General of Tohoku Regional Development Bureau from Time-limit for the tender to Bid Opening
④ The person who obtained a bid manual from the person of ordering directly
⑤ Acquire the electric certificate in case of using the Electric Bidding system https://www.p-portal.go.jp/pps-web-biz/
⑥ Not be the business operators constructor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑦ Obtain registration of the electricity retail business in accordance with Article 2-2, of the Electricity Business Act
⑧ Fulfill the requirements mentioned in the tender manual that are stated from the viewpoint of reducing CO₂ and environmental impact
⑨ Submit a copy of the contract (terms and conditions, etc.) that stipulates the conditions for supplying electricity
