(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて定めた予定価格の制限の範囲内で、最低価格をもって有効な入札を行った入札者を落札者とする。

(7) Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have “Manufacture of product” or “Sale of product” in the Kanto・Koushin’etsu district, in terms of the qualification for participating in tenders MIC (Single qualification for every ministry and agency)
④ meet the qualification requirements which the Obligating Officer May specify in accordance with Article 73 of the Cabinet Order
