(3) 調達件名の特質等 入札説明書による。
(4) 供給期間 令和7年4月1日から令和8年3月31日まで。
(5) 需要場所 入札説明書による。
(6) 入札方法 入札金額は、各社において設定する契約電力に対する単価(kW単価、同一月においては単一のものとする。) 、使用電力量に対する単価(kWh単価、同一月においては単一のものとする。)及び燃料価格の変動に応じて料金を自動調整するいわゆる「燃料費等調整単価」を根拠(小数点以下を含むことができる。)とし、当庁が提示する予定契約電力及び予定使用電力量の対価を入札金額とすること。なお、落札決定に当たっては、庁舎ごとに見積もった合計総額(税込)の合算額をもって落札価格とするので、入札者は消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、庁舎ごとに見積もった合計総額(税込)それぞれに110分の100を乗じ、これを合算した額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 次のいずれかに該当する者であること。
① 令和04・05・06年度最高裁判所競争参加資格(全省庁統一資格)の「物品の販売」において、A等級に格付けされ、関東・甲信越地域の競争参加資格を有する者。
② 令和04・05・06年度最高裁判所競争参加資格(全省庁統一資格)の「物品の販売」において、B等級に格付けされ、関東・甲信越地域の競争参加資格を有する者で、本入札公告の電気の需給契約と同等以上の実績を証明できる者。
(4) 上記2(3)の資格の申請の時期及び場所は、全省庁統一資格申請の方法による。
(5) 電気事業法第2条の2の規定に基づき、小売電気事業の登録を受けていること。
(6) 予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
(7) 開札時において、最高裁判所又は法務省から指名の対象外とすることを定める措置を受けていないこと。
3 入札書の提出場所等

(2) 入札説明書の交付方法 上記3(1)の交付場所において、公告の日から令和7年1月6日までの各開庁日午前9時00分から午後零時15分まで及び午後1時00分から午後5時00分まで配布する。
(3) 入札者に要求される事項 この一般競争入札に参加を希望するものは、入札説明書で示した資格要件に必要な書類を令和7年1月6日午後5時00分までに提出しなければならない。

(4) Supplying period: From April 1, 2025 through March 31, 2026
(5) Supplying place: As shown in the explanatory paper for the bid
(6) Qualification for participating in the bidding procedures: Suppliers eligible for participating in the proposed bid are those who shall: ①not apply to Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article); ②not apply to Article 71 of the above-mentioned Cabinet Order; ③(A) have Grade A in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 and meet the qualification for participating in bids within Kanto-Koshinetsu region, or (B)have Grade B in the said classification, meet the said qualification, and be able to prove the record of experience of equivalent; ④have a license to be a General Electricity Utility in accordance with Article 2, paragraph 2 of the retail electricity company or superior supply of electricity to the case of this notice; ⑤meet the qualification requirement which the obligated officer may specify in accordance with Article 73 of the above-mentioned Cabinet Order; and ⑥have not received suspension of designated contractor status from the Supreme Court or Ministry of Justice at the time of the opening of bids
(7) The time and place of application for the qualification of (6) shall be in the manner of application for single qualification for every ministry and agency
