2 競争参加資格
(1) 令和4・5・6年度財務省競争参加資格(全省庁統一資格)において、資格の種類が「物品の製造」又は「物品の販売」で、「A」又は「B」又は「C」等級に格付けされ、近畿地域の競争参加資格を有する者、又は当該競争参加資格を有していない者で、入札書の受領期限までに競争参加資格審査を受け、競争参加資格者名簿に登載された者であること。
(2) 予算決算及び会計令第70条の規定に該当しない者であること。
なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別な理由がある場合に該当する。
(3) 予算決算及び会計令第71条の規定に該当しない者であること。
(4)会社更生法(平成14年法律第154号)に基づき更生手続開始の申立をしていない者又は民事再生法(平成11年法律第225号)に基づき再生手続開始の申立をしていない者であること。なお会社更生法に基づき更生手続開始の申立をした者又は民事再生法に基づき再生手続開始の申立をした者にあっては、手続開始の決定がなされた後において、競争参加資格の再認定を受けている者であること。
(5)当局の契約担当官等と締結した契約に関し、契約に違反し、又は同担当官等が実施した入札の落札者となりながら、正当な理由なくして契約を拒み、ないしは入札者等当局の業務に関し不正又は不誠実な行為をし、契約の相手方として不適当であると認められる者でないこと。
(6)各省各庁から指名停止等を受けていない者(支出負担行為担当官が特に認める者を含む。)であること。
(7)経営の状況又は信用度が極度に悪化していないと認められる者であり、適正な契約の履行が確保される者であること。
(8)電気事業法第2条の2の規定に基づき小売電気事業の登録を受けている者であること。
(9)省CO₂化の要素を考慮する観点から、入札説明書に記載する基準を満たすこと。
(10)入札説明書及び仕様書の交付を受けた者であること。

(6)(3)から(5)については、調達ポータルにおいてシステム障害が発生した場合には、別途通知する日時に変更する場合がある。
4 その他
(1)入札及び契約手続において使用する言語及び通貨 日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金 免除。
なお、契約保証金の免除に当たっては、落札者が契約締結の際に令和7・8・9年度財務省競争参加資格(全省庁統一資格)を有していることを条件とする。
(3)入札の無効 本公告に示した競争参加資格のない者の提出した入札書及び入札に関する条件に違反した入札書は無効とする。
(4)契約書作成の要否 要。
(5)落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の範囲内で最低の価格をもって有効な入札を行った者を落札者とする。
(6)手続きにおける交渉の有無 無。
(7)競争参加資格の申請の時期及び場所 「競争参加者の資格に関する公示」(令和5年3月31日付官報)に掲載されている時期及び場所のとおり。
(8)その他 詳細は入札説明書による。
5 Summary

① Electricity to be used in Osaka National Government Building No. 2 and No. 4. Contracted electricity 2,300kW. The estimated electricity for a year 6,089,883 kWh.
② Electricity to be used in Kyoto Second Regional National Government Building. Contracted electricity 90kW. The estimated electricity for a year 235,939kWh.
③ Electricity to be used in Kobe Regional National Government Building. Contracted electricity 326kW. The estimated electricity for a year 962,704kWh.
④ Electricity to be used in Nara National Government Building. Contracted electricity 112kW. The estimated electricity for a year 232,078kWh.
⑤ Electricity to be used in Wakayama Regional National Government Building. Contracted electrictiy 417kW. The estimated electricity for a year 1,003,129 kWh.
⑥ Electricity to be used in Otsu Biwako National Government Building. Contracted electricty 530kW. The estimated electricity for a year 1,170,933kWh.
(4) Supply period: From 1 April, 2025 through 31 March, 2026.
(5) Demand place: As per specifications.
(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① Have Grade A or B or C in “Manufacturing” or “Selling” in terms of the qualification for participating in tenders by Organization in the Kinki area related to the Ministry of Finance (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.
② Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
③ Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
④ Not fall under the Corporate Reorganization Act (Act No. 154 of 2002) or the Civil Rehabilitation Act (Act No. 225 of 1999). Furthermore, those who have filed a petition for commencement of reorganization proceedings or commencement of rehabilitation proceedings shall obtain the authorization for repossession of the said tendering participants qualification after the commencement of proceedings.
⑤ Not those who are judged to be inappropriate as the other party to a contract on account of having violated any of the clauses of contract and illegal or unfair act previously made with an official in charge of any of the relevant local bureaus, or branch bureaus, or divisions, or offices.
