(2) 調達件名及び数量 令和7年度仙台法務総合庁舎ほか16施設で使用する電気
予定契約電力 仕様書のとおり
予定使用電力量 3,142,700kWh
(3) 調達案件の仕様等 入札説明書及び仕様書による。
(4) 供給期間 令和7年4月1日から令和8年3月31日まで
(5) 供給場所 仕様書による。
(6) 入札方法 落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額（当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
(7) 電子調達システムの利用 本件は、電子調達システムを利用できる案件である。
2 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 令和4・5・6年度法務省競争参加資格（全省庁統一資格）「物品の販売」においてA又はBの等級に格付けされた者であること。
(4) 電気事業法第2条の2の規定に基づき、小売電気事業の登録を受けている者であること。
(5) 予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有する者であること。
(6) 省CO₂化の要素を考慮する観点から、入札説明書に記載する基準を満たすこと。

5 Summary

rough 31 March 2026
(5) Delivery place: As in the specification
(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, Minors, Persons under Curatorship
or Persons under Assistance have obtained
the consent necessary for concluding a con-
tract may be applicable under cases of spe-
cial reasons within the said clause. ②Not
come under Article 71 of the Cabinet Order
concerning the Budget, Auditing and Ac-
counting. ③Have Grade A or B in "Sale of
product" in terms of the qualification for
participating in tenders laid down by the
Ministry of justice (Single qualification for
every ministry and agency) for the purpose
of procurement in the fiscal years of 2022,
2023, 2024. ④Obtain registration of the elec-
tricity retail business in accordance with
Article 2-2 of the Electricity Business Act.
⑤Meet the qualification requirements
which the Obligating Officer may specify in
accordance with Article 73 of the Cabinet
Order concerning Budget, Auditing and Ac-
counting. ⑥Fulfill the requirement men-
tioned in the tender manual that are stated
from the viewpoint of reducing CO₂.
(7) Time-limit for tender: 17:00 14 Janu-
ary 2025
