(5) 調達に必要とされる基本的な要求要件
① 本システムは青森労災病院における診療
業務及び経営管理業務を総合的に支援する
ためのもので、電子カルテ・オーダリング
システム（カルテ入力、カルテ書式設定編
集、カルテ履歴参照、検査結果参照、診療
予約、検査予約、手術予約、処方指示、注
射指示、服薬指導指示、処置指示、手術指
示、検査指示、放射線指示、リハビリ指示、
食事指示、栄養指導指示、入退院指示、病
棟移動指示、看護指示、DPC指示、クリ
ティカルパス指示、病名指示、電子処方箋
等）、看護支援・医事会計システム（債権
管理、レセプト電算、DPCコーディング、
P O Sレジ等）、部門システム（自動再来
受付、看護勤務管理、血糖管理、文書管理、
診療支援（統合参照）、3次元術前計画、
採血管準備、病理、生理検査（心電図）、
超音波画像ファイリング、内視鏡検査、栄
養管理（給食）、リハビリ、透析管理）の
業務全般にわたり統合的に管理、参照、運
営が行われるマルチベンダー指向のシステ
ムである。
② 本システムは、患者基本情報、診療情報、
画像情報など円滑に交換でき、そのため必
要な国際的な標準規格に準拠した通信規
格、データ形式を提供できること。
③ 本システムは、業務用データベースとは
独立した、患者の臨床データ、情報を長期
的総合的に蓄積管理できる機能を有するこ
と。
④ 本システムは、要求機能を達成するため
に十分なデータ処理機器、端末、ネットワー
クを保有すること。
⑤ 本システムは、各部門で使用している医
療機器及びシステムに対するインターフェ
イスを有すること。
⑥ 本システムのうち、病院業務に不可欠な
システムは24時間、無人であっても自動稼
働し、安全で容易に運用できること。また、
システム障害対策が十分になされているこ
と。
⑦ 利用者層に応じたデータのアクセス権が
設定できること。また、プライバシーの保
護及びセキュリティ対策が十分になされて
いること。
⑧ 本システムは、病院経営、診療業務を高
度に支援するため、最新の技術に基づくこ
と。また操作性及び応答時間は十分実業務
に対応できること。さらに各種データの二
次利用が可能であること。
⑨ 緊急時のバックアップ体制及び保守サー
ビス体制が整っていること。
2 資料及びコメントの提供方法 上記1(2)の物
品に関する一般的な参考資料及び同(5)の要求要
件等に関するコメント並びに提供可能なライブ
ラリーに関する資料等の提供を招請する。

3 計画書の交付 本公表に基づき応募する供給
者に対して導入計画書を交付する。
(1) 交付期間 令和6年8月16日から令和6年
9月17日まで。
(2) 交付場所 上記2(2)に同じ。
4 その他 この導入計画の詳細は導入計画書に
よる。なお、本公表は予定であり、変更するこ
とがあり得る。
5 Summary

(4) Basic requirements of the Procurement
① This system will be the integration system which supports medical and administrative service at Aomori Rosai Hospital. This system will be composed of Ordering system which includes Electric Medical Record System: The system which refers to every kind of medical records, the system which refers to a test result, medical examination and treatment reservation system, inspection reservation system, operation reservation system, prescription, injection, medicateon, guidance, measures instructions, operation instructions, inspection instructions, X-ray examination instructions, rehabilitation instructions, lunch instructions, nutritional instruction and guidance, hospitalization and release instructions, ward movement instructions, nursing instructions, instructions of DPC, critical path, name of disease instructions, electronic prescriptions etc. Nursing support and medical accounting systems: credit management, receipt computerization, DPC coding, POS cash registers, etc. The section system: automatic readmission reception, nursing work management, blood sugar management, document management, medical support (integrated reference), 3D preoperative planning, blood collection tube preparation, pathology, physiological testing (ECG), ultrasound image filing, endoscopy, nutrition management (food service), rehabilitation, dialysis management. This system assumes to be Multi-vendor-system which integrates the control, reference and management of all our facility's business in.
② This system will provide the communication tools and data formats under international standard specification, protocols to exchange the patient basic information, the clinical data and the image information smoothly.
③ This system would possess functions to manage the long-term and the comprehensive clinical information of the patient independently from the database for business use.
④ This system would possess enough data processors, terminal units and networks to attain requirements mentioned this requirement.
⑤ This system would have interfaces for the medical equipment and system used in each section of our facility.
⑥ This system would be indispensable for the hospital continuous service must be automated for 24 hours. It can be applied safely and easily. And this system fully must take measures to cope with the system failure.
⑦ The access permission of the data corresponding to a user class must be to set up. The protection of the privacy and security countermeasures are sufficient.
⑧ This system must be based on the latest technology to support hospital management and medical care task. And the operational environment and quick response ability can cope with our actual medical care. The secondary utilization of the data must be possible.
⑨ The emergency backup system and the maintenance service system being set.
