資料提供招請に関する公表
次のとおり物品の導入を予定していますので、当該導入に関して資料等の提供を招請します。

(5) 調達に必要とされる基本的な要求要件
A 要求システムは、電子カルテシステム、オーダリングシステム、医事会計システムを中心に、各部門サブシステム、システム基盤、ネットワーク、端末類等を含み、本院の診療業務を総合的に支援しつつ、病院業務を円滑に運営・管理できるとともに、全体のセキュリティ管理機能を備えること。

(4) Basic requirements of the procurement :
A The required system shall be organized with the following systems: electronic medical record (EMR), ordering system ,medical accounting system, specified subsystems, system infrastructure, network ,and terminal equipment. Moreover, the required system shall support total hospital management, clinical care management and total security management.
B The required system shall provide the capabilities of system maintenance, user administration, personnel management, medical material supply and distribution management, risk management, and information sharing among medical professionals.
C The required system shall provide mutual organic linkages among the subsystems. Moreover, the required system shall provide sufficient granularity and usability as the computerized medical records system, which permits data storage, data extraction, and data reuse for a release of medical documents, causal factor analysis for medical accident and answering measures against external evaluation.
D The required system shall connect to specified subsystems and medical equipment via the hospital information network.
E The required system shall provide a reliable availability, appropriate performance. Moreover, the required system shall provide the mechanism of reducing deterioration in performance due to volume expansion.
F Comprehensive maintenance for the required system and tutorial services for the users shall be provided.
G The required system shall provide DB cooperation function for secondary use: clinical research and education, business analysis.
H The required system shall conform to “Security Guidelines for Medical Information Systems Version 6.0” established by the Ministry of Health, Labor and Welfare.
I The required system should be compatible with the Ministry of Health, Labor and Welfare standard (equivalent to HL7 FHIR) and enable information linkage with Shinshu Medical Net. Additionally, it should include proposals to this hospital that take into account the achievements of regional medical coordination in other districts and further development of regional healthcare, such as comprehensive regional care.
J The required system shall comply with the “Medical DX Vision 2030” promoted by the Ministry of Health, Labor and Welfare, and shall be based on the “Process Chart for Promoting Medical DX”. In addition, the system shall have functions that support DX (work style reform, workload reduction, improvement of medical quality, etc.) in this hospital.
K The relevant information for data conversion and all the standardized data in the required system shall be provided free of charge in case of necessity of data conversion (including the case at the expiry of the term of the agreement) with the transfer of copy right.
