4 その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項
(a) 電子調達システムにより参加を希望する者は、上記3(4)に示す受領期限までに入手書類データ（申請書等）を上記3(1)に示すURLに提出しなければならない。
(b) 紙入札方式により参加を希望する者は、上記3(4)に示す受領期限までに必要な申請書等を上記3(2)に示す場所に提出しなければならない。
なお、(a)、(b)いずれの場合も、開札日の前日までの間において分任支出負担行為担当官から申請書等の内容に関する照会があった場合には、説明しなければならない。
(4) 落札対象 申請書を基に、分任支出負担行為担当官において競争参加資格が確認された入札者のみを落札対象とする。
(5) 入札の無効 競争に参加する資格を有しない者のした入札及び入札の条件に違反した入札は無効とする。
(6) 契約書作成の要否 要
本業務は、契約手続に係る書類の授受を電子調達システムで行う対象案件である。なお、電子調達システムによりがたい場合は、発注者の承諾を得て紙契約方式に代えるものとする。
(7) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。
(8) 上記2(2)に掲げる一般競争（指名競争）参加資格（全省庁統一資格）を有していない者も上記4(3)により申請書を提出することができるが、競争に参加するためには、開札までに当該資格の認定を受け、且つ競争参加資格の確認を受けていなければならない。
(9) 発注者が必要と認めた場合には参考見積書の提出を求める場合がある。
(10) 電子調達システムにより入札に参加する場合は、電子証明書を取得していること。

5 Summary
(1) Official in charge of disbursement of the procuring entity: FUJIWARA Hiroshi Chief of Nukui Dam and Reservoir Management Office, Chugoku Regional Development Bureau.
(2) Classification of the products to be Procured : 26
(3) Nature and quantity of the products to be required: Electricity used in the Nukui Dam and Reservoir Management Office, Chugoku Regional Development Bureau, Ministry of Land, Infrastructure, Transport and Tourism.
(4) Delivery period: From 1 December, 2024 through 30 November, 2025.
(5) Delivery place: as in the tender documentation.
(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② have Grade A, B, C or D on “manufacture of product” or “sale of product” in Chugoku Area in term of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every Ministry and agency) for the purpose of procurement in the fiscal year of 2022, 2023, 2024.
③ not have filed a petition for the commencement of reorganization proceedings under the Corporate Reorganization Act or the commencement of rehabilitation proceedings under the Civil Rehabilitation Act (except those who have done the procedure of reapplication under the notification of the competing participation qualification)
④ not be under suspension of nomination by Director General of Chugoku Regional Development Bureau from Time-limit for submission of certificate to Bid Opening.
⑤ not be the Building constructor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned.
⑥ be an Electricity Retailer registered under the Article 2-2 of the Electricity Business Act.
⑦ have fulfilled the requirement mentioned in the bid manual that are stated from the viewpoint of reducing CO₂ and environmental impact.
⑧ have officially received the grant of the bid manual from orderer.
(7) Time-limit for submission of certificate: 17:00 27, August, 2024.
(8) Time-limit for tender: 17:00 17, September, 2024.
