2 競争参加資格
(1) 情報通信研究機構契約事務細則第3条及び
第4条の規定に該当しない者であること。
(2) 令和4・5・6年度の国の競争参加資格
（全省庁統一資格）又は情報通信研究機構に
よる競争参加資格を有すると認められた者で
あること。
(3) 情報通信研究機構、総務省又は他府省等か
ら指名停止を受けている期間中でないこと。
ただし、総務省又は他府省等における処分期
間については、当機構の処分期間を超過した
期間は含めない。
(4) 電子入札システムによる場合は、電子認証
（ICカード）を取得していること。

りダウンロードすること。

出席を希望する者は、出席予定者を令和6
年7月24日17時00分までに3(2)の場所へ連絡
すること。
(5) 電子入札システム及び紙入札による競争参

※紙入札書により入札参加する場合も、上記

4 その他
(1) 契約手続において使用する言語及び通貨
日本語及び日本国通貨
(2) 入札保証金及び契約保証金 免除
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、封印した入札書に入札
説明書に示した書類を添付して、入札書の受
領期限までに提出しなければならない。また、
入札者は、開札日の前日までの間において、
当機構から当該書類に関し説明を求められた
場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 予定価格の制限の範囲
内で最低価格をもって有効な入札を行った者
を落札者とする。

5 Summary

(3) Nature and quantity of the products to be
purchased: FY 2025 Electricity to be used
in NICT headquarters, 1 set
(4) Contract period: From 1 April 2025 th-
rough 31 March 2026
(5) Delivery place: As per the specifications
(6) Qualification for participating in the ten-
dering procedures: Manufacturers or Re-
tailers eligible for participating in the pro-
posed tender are those who shall:
(a) Not come under Article 3 and 4 of the
Regulation concerning the Contract for
NICT
(b) Have been qualified through the quali-
fications for participating in tenders by
NICT, or through Single qualification for
every ministry and agency in the fiscal
years 2022, 2023 and 2024
(c) Not be suspended from transaction by
the request of NICT, Ministry of Internal
Affairs and Communications or all other
prefectures. Within the suspended term
by those above, only the term exceeding
the suspended term by the request of
NICT is not included
(d) Acquire the electric certificate in case
of using the Electric Bidding system
