1 調達内容
(1) 品目分類番号 116
(2) 購入等件名及び数量 審判支援ツール開発・運用・保守に係る労働者派遣2名
(3) 調達案件の仕様等 入札説明書による。
(4) 契約期間 契約締結日から令和7年3月31日
(5) 履行場所 入札説明書による。
(6) 入札方法 入札金額は、本件で予定する派遣員の派遣代金総価（事業の実施に必要な経費のほか、最低賃金の改定等に要する費用を含む）を記載すること。
なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額をもって落札価格とするので、入札者は消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。
2 競争参加資格
(1) 予算決算及び会計令（以下『予決令』という。）第70条及び第71条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、予決令第70条中、特別の理由がある場合に該当する。
(2) 令和4・5・6年度経済産業省競争参加資格（全省庁統一資格）「役務の提供等」の「A」、「B」又は「C」の等級に格付けされた競争参加資格を有する者であること。
(3) 経済産業省からの補助金交付等停止措置又は指名停止措置が講じられている者ではないこと。
(4) 過去3年以内に情報管理の不備を理由に経済産業省との契約を解除されている者ではないこと。
(5) 「労働者派遣事業の適正な運営の確保及び派遣労働者の保護等に関する法律」に定める労働者派遣事業者であること。
(6) 事業者として社会保険に加入する必要がある派遣労働者を全て加入させている者であること。

(5) 競争参加者は、提出した入札書の変更及び取り消しをすることができない。

6 Summary

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
① Do not come under Article 70 and Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause;
② Have Grade A, B or C in offer of service in terms of the qualification for participating in tenders by Ministry of Economy, Trade and Industry (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024
③ Are not the subject of (a)an order prohibiting them from receiving subsidies from the Ministry of Economy, Trade and Industry (METI); (b)an order prohibiting them from concluding contracts
with METI; or (c)an order disqualifying them from bidding for METI projects conducted under the “designated bidder” system.
④ Must have obtained a permit for a valid dispatching business based on the Worker Dispatching Act.
⑤ The business operator is a business operator which has taken out social insurance for all dispatched workers required to be covered by social insurance.
