次のとおり一般競争入札に付します。

(6)入札方法入札金額は、業務に要する一切
の費用を含めた額とする。落札決定に当たっ
ては、入札書に記載された金額に当該金額の
10%に相当する額を加算した金額(当該金額
に1円未満の端数があるときは、その端数金
額を切り捨てるものとする。)をもって落札価
格とするので、入札者は、消費税に係る課税
事業者であるか免税事業者であるかを問わ
ず、見積った契約金額の110分の100に相当す
る金額を入札書に記載すること。

2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)環境省から指名停止措置が講じられている
期間中の者でないこと。
(4)令和07・08・09年度環境省競争参加資格
(全省庁統一資格)「物品の販売」の「精密機
器類」において、開札時までに「A」、「B」
又は「C」の等級に格付されている者である

4電子調達システムの利用
本件は、電子調達システムで行う。なお、電
子調達システムによりがたい場合は、発注者に
申し出た場合に限り紙入札方式によることがで
きる。

(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。

79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。

6 Summary

tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
②not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③not be suspended from transactions by
the request of the officials in charge of
contract.
④ have Grade A, B or C on "precision
equipment" of "sale of product" in terms
of the qualification for participating in
tenders by Ministry of the Environment
(single qualification for every ministry
and agency) in the fiscal years2025,2026
and 2027
⑤pledger to excluding crime syndicates
and other illegal organizations defined in
