(5)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内の入札金額を提示し、なおかつ、
入札公告(これに係る入札説明書等を含む。)
で示す要件を満たしている提案をした者の中
から、入札説明書で定める総合評価の方法に
より、落札者を決定する。なお、詳細につい
ては、入札説明書のとおり。

6 Summary
(1)Official in charge of disbursement of the
procuring entity: NAGASHIMA Katsu-
toshi, Director General, Statistics Bureau,
Ministry of Internal Affairs and Communi-
cations.
(2)Classification of the services to be pro-
cured:72
(3)Nature and quantity of the products to be
purchased : Implementation of the Annual
Business Survey and inquiry operation to
enterprises and establishments 1 set.
(4)Delivery period : As the specification.
(5) Delivery place : As the specification.
(6) Language and currency which tender
shall use in tendering procedures: Japanese
and Japanese currency.
(7)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under conservator
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause, ②not
come under Article 71 of the Cabinet Order
concerning the Budget, Auditing and Ac-
counting, ③satisfy the Grade A or Grade B
qualification that is "research" on "offer of
services etc." in the Kanto • Koushinetsu
district. These qualifications are specified
in tender by Ministry of Internal Affairs
and Communications (single qualification
for every ministry and agency), in the fiscal
years 2025, 2026 and 2027. ④have the quali-
fication according to the Article 73 of the
Cabinet Order.
