(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Not come under Article 70 of the Cabi-
net Order concerning the Budit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③Have Grade A or B in "Manufacture"
or "Selling" in terms of qualification for
participating in tenders by Organizations
in the Kanto-Koshinetsu area related to
the Ministry of Finance (Single qualifica-
tion for every ministry and agency) in the
fiscal years 2025, 2026 and 2027
④Not those who are judged to be in-
appropriate as the other party to a con-
tract on account of having violated any
of the clauses of contract and illegal or
unfair act previously made with an offi-
cial in charge of any of the relevant Re-
gional bureaus, or branch bureaus, or di-
visions, offices
⑤Not be suspended by of-
fices or agencies from participating in
tendering procedures and winning nomi-
nation for a successful bidder.
⑥An eligible person is a person whose
business condition and credit are deemed
not to be a sever degradation, and who is
sure to implement the contract.
7 Have registered in accordance with ar-
ticle 2-2 of the Electricity Utilities In-
dustry Law.

入札公告
次のとおり一般競争入札に付します。

(2)件名及び数量クラウド型ファイル転送
サービスの提供一式
(3)調達案件の仕様等調達案件の仕様等に関
し、支出負担行為担当官が別途指示する特性
を有すること。
(4)契約期間契約締結日から令和13年3月31
日まで
(5)履行場所当方の指定する場所
(6)入札方法落札者の決定に当たっては、入
札書に記載された金額に、10%に相当する額
を加算した金額(当該金額に1円未満の端数
が生じた場合は、その端数金額を切り捨てた
金額とする。)をもって落札価格とするので、
入札者は、消費税に係る課税事業者であるか
免税事業者であるかを問わず、見積もった契
約金額の110分の100に相当する金額を入札書
に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度財務省競争参加資格
(全省庁統一資格)において業種区分が「役
務の提供等」で「A」、「B」又は「C」等級
に格付けされ、関東・甲信越地域の競争参加
資格を有する者、又は当該参加資格審査を受
けていない者で、競争参加資格審査申請書を
提出し、入札書の受領期限までに競争参加資
格審査を受け競争参加資格者名簿に登載さ
れ、当該等級に格付けされた者であること。
(4)各省各庁から指名停止等を受けていない者
(支出負担行為担当官が特に認める者を含
む。)であること。
(5)経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること。

4調達ボータルの利用
本件は、調達ポータルを利用した応札及び入
開札手続により実施するものとする。
ただし、紙による入札書の提出も可とする。
5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨.
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示した入
札参加のために必要な書類をそれぞれの受領
期限までに提出しなければならない。また
入札者は、開札日の前日までの間において、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、それに応じなければな
らない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(5)契約書作成の要否要.
(6)落札者の決定方法入札書の入札価格が予
算決算及び会計令第79条の規定に基づいて作
成された予定価格の制限の範囲内で最低価格
をもって有効な入札を行った者を落札者とす
る。ただし、落札者となるべき者の入札価格
によっては、その者により当該契約の内容に
適合した履行がされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札した他の者のうち最低の価格を
もって入札した者を落札者とすることがあ
る。
