Introduction
The introduction of new technologies into the mass media has always been a matter of concern both to the industry and to the wider public. The arrival of each new medium - photography, cinema, broadcasting, recorded music, etc. - has been accompanied by both excitement and apprehension. New forms of communication are seen as a means by which the dissemination of knowledge can be accelerated, education improved, democracy enriched, the arts enhanced, understanding between nations increased and social problems reduced. At the same time, fears are expressed that the institutions of church and state will lose control, that the existing press, theatre, cinema or broadcast services will be undermined, that the moral and cultural quality of the content of media will decline, that the transmission of culture will be taken over by commercial interests, that national cultures and languages will be threatened, that more people will become victims of crime, seduction, manipulation and oppression and so on.
