(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法本公告に示した物品を
納入できると経理責任者が判断した資料を添
付して入札書を提出した入札者であって、契
約細則第21条の規定に基づいて作成された予
定価格の制限の範囲内で最低価格をもって有
効な入札を行った入札者を落札者とする。

those who shall:
①not come under Article 5 and Article 6
of the Regulation concerning Contract
for National Hospital Organization
(NHO). Furthermore, minors, Person un-
der Conservatorship or Person under As-
sistance that obtained the consent neces-
sary for concluding a contract may be ap-
plicable under cases of special reasons
within the said clause :
② have Grade A, B, or C in "Sales of prod-
ucts" for participating in tenders by Min-
istry of Health, Labour and Welfare
(Single qualification for every ministry
and agency) in Chugoku Region;
③ meet the qualification requirements
which director may specify in accordance
with Article 4 of the Regulation;
