(4)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書のほか
に必要な証明書等を提出期限までに提出しな
ければならない。入札者は、必要な証明書等
の内容に関し支出負担行為担当官から照会が
あった場合にはそれに応じなければならな
い。
(5)入札の無効本公告に示した競争に参加す
る資格を有しない者のした入札及び入札の条
件に違反した入札は無効とする。

履行できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
行った者を落札者とする。

(6)Qualification for participating in the ten-
dering for
participating in the proposed tender are
those who shall:
1. Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
2. Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
3. Have Grade A, B, C on "provision of
services" in terms of the qualification for
participating in tenders by the Ministry
of Health, Labour and Welfare, which is
single qualification for every ministry
and agency, in the fiscal years 2025, 2026
and 2027.
4. Prove to have no false statement in
tendering documents.
5. Prove neither the business condition
nor credibility is deteriorating.
6.It has submitted by the place which
specified the bid participating Certificate,
and a presentation term.
7. Those who are covered by Social In-
surance, and are not delinquent on Social
Insurance premium.
8. Meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order
9. Are not being suspended from transac-
tions by request of the officials in charge
of contract.
