関し、入札説明書に記載する基準を満たすこ
と。

(a)電子調達システムにより参加を希望する
者は、上記3(4)に示す受領期限までに入札
書類データ(申請書等)を上記3(1)に示す
URLに提出しなければならない。
(b)紙入札方式により参加を希望する者は、
上記3(4)に示す受領期限までに必要な申請
書等を上記3(2)に示す場所に提出しなけれ
ばならない。
なお、(a)、(b)いずれの場合も、開札日の前
日までの間において分任支出負担行為担当官
から申請書等の内容に関する照会があった場
合には、説明しなければならない。
(4)落札対象申請書を基に、分任支出負担行
為担当官において競争参加資格が確認された
入札書のみを落札対象とする。
(5)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札は無効とする。
(6)契約書作成の要否要
本業務は、契約手続に係る書類の授受を電
子調達システムで行う対象案件である。なお、
電子調達システムによりがたい場合は、発注
者の承諾を得て紙契約方式に代えるものとす
る。
(7)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
(8)上記2(2)に掲げる一般競争(指名競争)参
加資格(全省庁統一資格)を有していない者
も上記4(3)により申請書を提出することがで
きるが、競争に参加するためには、開札まで
に当該資格の認定を受け、且つ競争参加資格
の確認を受けていなければならない。
(9)発注者が必要と認めた場合には参考見積書
の提出を求める場合がある。
(10)電子調達システムにより入札に参加する場
合は、電子証明書を取得していること。

Ministry and agency) for the purpose of
procurement in the fiscal year of 2025,
2026,2027.
③not have filed a petition for the com-
mencement of reorganization procee-
dings under the Corporate Re-
organization Act or the commencement
of rehabilitation proceedings under the
Civil Rehabilitation Act (except those
who have done the procedure of re-
application under the notification of the
competing participation qualification)
④not be under suspension of nomination
by Director General of Chugoku Regional
Development Bureau from Time-limit for
submission of certificate to Bid Opening.
⑤ Building constructor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing
state concerned.
⑥be an Electricity Retailer registered
under the Article2-2 of the Electricity
Business Act.
⑦ have fulfilled the requirement men
tioned in the bid manual that are stated
from the viewpoint of reducing CO2 and
environmental impact.
⑧have officially received the grant of the
bid manual from orderer.
