次のとおり一般競争入札に付します。

(7)入札方法入札は、総額で入札に付する。
落札決定にあたっては、入札書に記載された
金額に当該金額の10パーセントに相当する額
を加算した金額(当該金額に1円未満の端数
があるときは、その端数金額を切り捨てるも
のとする。)をもって落札価格とするので、入
札者は、消費税に係る課税事業者であるか免
税事業者であるかを問わず、見積もった契約
金額の110分の100に相当する金額を入札書に
記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度防衛省競争参加資格
(全省庁統一資格)において、東海・北陸地
域の競争参加資格を有する者のうち、次の等
級に格付けされている者であること。「物品の
販売」のA、B、C又はD等級
(4)調達物品の規格に合致した物品及び数量を
確実に納入し得ることを証明できる者である
こと。
(5)防衛省としての指名停止等の措置を受けて
いる期間中の者ではないこと。
(6)前号により、現に指名停止を受けている者
と資本関係又は人的関係にある者であって,
当該者と同種の物品の売買又は製造若しくは
役務請負について防衛省と契約を行おうとす
る者でないこと。

(1)入札及び契約手続において使用する言語及

(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書のほか
に必要な証明書等を指定された期日までに提
出しなければならない。入札者は、開札日の
前日までの間において、契約担当官から必要
な証明書等の内容に関する照会があった場合
には、当該書類に関し説明に応じなければな
らない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札の条件に違反し
た入札は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行なった入札者を落札者とする。

(7)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①Not come under article 70 of the cabi-
net order concerning the budget, auditing
and accounting. Furthermore, minors,
person under conservatorship or person
under assistance that obtained the con-
sent necessary for concluding a contract
may be applicable under cases of special
reasons within the said clause
②Not come under article 71 of the cabi-
net order concerning the budget, auditing
and accounting.
③Have grade A, B, C or D on "Sale of
goods" in the Tokai and Hokuriku area
in terms of the qualification for partici-
pating in tenders by Ministry of Defense
(Single-qualification for every ministry
and agency) in the fiscal years 2025, 2026
and2027
④ Prove they can deliver the product, on
the standard and quantity specified by
this notice.
