2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別な
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)総務省競争参加資格(全省庁統一資格)「役
務の提供等」のA又はB等級に格付けされた、
関東・甲信越地域の競争参加資格を有する者
であること。
(4)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。
3入札者に求められる義務等入札に参加を希
望する者は、入札説明書に明記されている書類
等を令和8年8月10日午後5時までに、下記5
に示す場所に提出しなければならない。提出さ
れた証明書等を審査の結果、当該物品を供給で
きると認められた者に限り入札の対象者とす
る。なお、提出した証明書等について説明を求
められたときは、これに応じなければならない。
4入札書は封筒に入れ封印し、
その表面に入札者氏名、入札件名及び開札日を
記入の上、令和8年8月10日午後5時までに、
下記5に示す場所に提出すること。

(1)入札の無効本公告に示した入札参加に必
要な資格のない者の入札及び入札の条件に違
反した入札
(2)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。

(5)入札書の記載方法落札決定に当たって
は、入札書に記載された金額に当該金額の
10%に相当する額を加算した金額(当該金額
に1円未満の端数があるときは、その端数を

するので、入札者は、消費税及び地方消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
