the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Those who do not come under Article
71 of the Cabinet Order concerning the
Budget, Auditing and Accounting.

ticipating in tenders by Ministry of De-
fense. (Single qualification for every min-
istry and agency) in the fiscal years

deliver contracted amount of goods
which must meet requirements listed in a
public announcement on procurement

personnel available in Japan at an inspec-
tion of procurement goods conducted by
a contracting officer in charge.

tially or the person who has exclusion re-
quest from Japanese government is con-
tinuing state concerned.
