(2)入札説明書の交付方法入札説明書は、「調
達ポータル」を利用して取得すること。紙に
よる交付を希望する場合の交付場所及び問い
合わせ先は(1)のとおり。
(3)仕様書等の交付方法仕様書等を交付する
にあたり、本件調達役務の機密保持の必要性
から、本件調達に係る「機密保持に関する誓
約書」を提出した者に対してのみ、仕様書等
を交付する。

(6)(4)及び(5)については、調達ポータルにおい
てシステム障害が発生した場合には、別途通
知する日時に変更する場合がある。
4調達ボータルの利用
本件は、調達ポータルを利用した応札及び入
開札手続きにより実施するものとする。但し,
紙による入札書の提出も可とする。詳細につい
ては、入札説明書のとおり。
5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除。
(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(4)契約書作成の要否要。
(5)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で入札した者の中から、支出負
担行為担当官が入札説明書で定める総合評価
の方法をもって落札者を決定する。但し、落
札者となるべき者の入札価格によっては、そ
の者により当該契約の内容に適合した履行が
なされないおそれがあると認められるとき、
又はその者と契約を締結することが公正な取
引の秩序を乱すこととなるおそれがあって、
著しく不適当と認められるときは、予定価格
の制限の範囲内で入札した他の者のうち、支
出負担行為担当官が入札説明書で定める総合
評価の方法をもって落札者を定めることがあ
る。

争参加者の資格に関する公示」(令和8年3月
31日付官報)に記載されている時期及び場所

①Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③ Have Grade "A" or "B" in the Manufac-
turing, Selling of the
qualfication for participating in tenders
by the Kanto • Koshinetsu area related to
the Ministry of Finance (single qualifica-
tion for every ministry and agency) in the
fiscal years 2025, 2026 and 2027
④ Have not received suspension of de-
signated contractor status, etc. from any
ministry or agency (including person spe-
cially qualified by officials in charge of
disbursement of the procuring entity).
⑤A person whose business situation or
trustworthiness is deemed not to have
significantly deteriorated and whose
proper performance of a contract can be
guaranteed
