(6) Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
A not come under Article 3 and 4 of the Regulation concerning the Contract for Hyogo University of Teacher Education,
B not be currently under a suspension of business order as instructed by The Obligating Officer Director-General Administration Bureau, Hyogo University of Teacher Education.
C have the Grade A, Grade B or Grade C qualification during fiscal 2026 in the Kinki area in sales of product for participating in tenders by Single qualification for every ministry and agency, or in tenders by Hyogo University of Teacher Education,
D obtain registration of the electricity retail business in accordance with Article 2-2 of the Electricity Business Act,
E fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO₂.
