5 その他
(1) 入札及び契約手続において使用する言語及
び通貨 日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争に
参加を希望する者は、入札説明書で示した入
札参加のために必要な書類をそれぞれの受領
期限までに提出しなければならない。また、
入札者は、開札日の前日までの間において、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、それに応じなければな
らない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 入札書の入札価格が予
算決算及び会計令第79条の規定に基づいて作
成された予定価格の制限の範囲内で最低価格
をもって有効な入札を行った者を落札者とす
る。
(7) 手続における交渉の有無 無。
(8) 競争参加資格の申請の時期及び場所 「競
争参加者の資格に関する公示」(令和7年3月
31日付官報)に記載されている時期及び場所
のとおり。

(3) Nature and quantity of the services to be
required.: Regarding the Purchase of Sub-
scription and Support for Data Analytics
Software (BA) 15 licenses
(4) Delivery period: 15 April 2026.
(5) Delivery place: Location specified by
National Tax Agency.
(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall;
(a) not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
(b) not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
(c) have Grade "A", "B" or "C" in manufac-
turing or sale etc in the Kanto-Kous-
hinetsu district, in terms of the qualifica-
tion for participating in tenders related to
Ministry of Finance (Single qualification
for every ministry and agency) in the fis-
cal years 2025, 2026 and 2027.
(d) have not received suspension of de-
signated contractor status, etc. from any
ministry or agency (including person spe-
cially qualified by officials in charge of
disbursement of the procuring entity).
(e) an eligible person is a person whose
business condition and credit are deemed
not to be a severe degradation, and who
is sure to implement the contract.
