(3) 入札者に要求される事項 この一般競争に参加を希望する者は、入札説明書に示す書類を事前に提出しなければならない。提出した当該書類は支出負担行為担当官において審査し、採用し得ると判断した者のみを入札の対象とする。なお、支出負担行為担当官から当該書類について説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。

(6) Qualification for participating in the tendering procedures: Suppliers eligible to participate in the proposed tender shall be those who:
① do not come under Article 70 of the Cabinet Order on the Budget, Auditing and Accounting; this stipulation is waived for minors or other persons under the supervision of a guardian or assistant, provided that they have the supervising person's consent to enter into a contract;
② do not come under Article 71 of the Cabinet Order on the Budget, Auditing and Accounting;
③ are classified as Grade A in offer of services in terms of the qualification for participating in tenders invited by the House of Representatives (Single qualification for every ministry and agency) in the Kanto Koshinetsu Area for the purpose of procurement in fiscal 2025, 2026 and 2027;
④ have not had their designated contractor status suspended by the House of Representatives; and
⑤ submit the documents specified in Items (1), (2), (3), and (4) in Chapter 7 Qualification Requirements of the specifications, and obtain approval from the House of Representatives
