次のとおり一般競争入札に付します。

(2)購入等件名及び数量山梨大学医学部キャ
ンパスで使用する電気契約電力5,100kW
年間予定使用電力量24.513.720kWh
(3)調達件名の特質等入札説明書による。
(4)納入期間令和8年4月1日から令和9年

(5)納入場所山梨大学医学部キャンパス
(6)入札方法入札金額は各社において設定す
る契約電力に対する単一の単価(kWh)及
び使用電力量に対する単価を記載すること。
(小数点以下を含むことができる。)落札の決
定は、本学が提示する予定使用電力量の対価
を入札書に記載された入札金額に従って計算
した総価で行うので、当該総価を上記の単価
と併せて記載すること。
なお、落札決定に当たっては、入札書に記
載された金額に当該金額の10パーセントに相
当する額を加算した金額をもって落札価格と
するので、入札者は、消費税及び地方消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
2競争参加資格
(1)国立大学法人山梨大学の契約細則第2条及
び第3条の規定に該当しない者であること,
なお、未成年者、被保佐人又は被補助人であっ
て、契約締結のために必要な同意を得ている
者は、同条中、特別の理由がある場合に該当
する。
(2)国の競争参加資格(全省庁統一資格)にお
いて令和7年度に関東・甲信越地域の「物品
の販売」のA、B又はC等級に格付けされて
いる者であること。なお、当該競争参加資格
については、令和7年3月31日付け号外政府
調達第57号の官報の競争参加者の資格に関す
る公示の別表に掲げる申請受付窓口において
随時受け付けている。
(3)電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(4)省CO2化の要素を考慮する観点から、入札
説明書に記載する基準を満たす者であるこ

(5)国立大学法人山梨大学の契約細則第4条の
規定に基づき、学長が定める資格を有する者
であること。
(6)学長から取引停止の措置を受けている期間
中の者でないこと。

(1)契約手続において使用する言語及び通貨

(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に本公
告に示した物品を納入できることを証明する
書類を添付して入札書の受領期限までに提出
しなければならない。入札者は、開札日の前
日までの間において、学長から当該書類に関
し説明を求められた場合は、それに応じなけ
ればならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札説明書による。
(5)契約書作成の要否要.
(6)落札者の決定方法本公告に示した物品を
納入できると学長が判断した入札者であっ
て、国立大学法人山梨大学の契約細則第11条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
行った入札者を落札者とする。
(7)手続における交渉の有無無。

入札説明書等で当該調達に関する環境上の条
件を定めた調達であると示されている場合
は、十分理解した上で応札すること。
5 Summary

(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
A not come under Article 2 and 3 of the
Regulation concerning the Contract for
University of Yamanashi Furthermore,
minors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause,
B have the Grade A, Grade B or Grade C
qualification during fiscal 2025 in the
Kanto • Koshinetsu area in sales of prod-
uct for participating in tenders by Single
qualification for every ministry and agen-

C Fulfill the requirement mentioned in
the tender manual that are stated from
the viewpoint of reducing CO2
