(6)入札方法入札金額は、本件に関する総価
で行う(事業の実施に必要な経費のほか、最
低賃金の改定等に要する費用を含む。)。
なお、本件については入札の際に提案書を
提出し、技術審査を受けなければならない。
落札決定に当たっては、入札書に記載された
金額に消費税率に相当する額を加算した金額
(当該金額に1円未満の端数が生じたときは、
その端数金額を切り捨てるものとする。)を
もって落札価格とするので、入札者は消費税
及び地方消費税に係る課税事業者であるか免
税事業者であるかを問わず、見積もった当該
金額の110分の100に相当する金額を入札書に
記載すること。
2競争参加資格
(1)予算決算及び会計令(以下『予決令』とい
う。)第70条及び第71条の規定に該当しない者
であること。なお、未成年者、被保佐人又は
被補助人であって、契約締結のために必要な
同意を得ている者は、予決令第70条中、特別
の理由がある場合に該当する。
(2)令和7・8・9年度経済産業省競争参加資
格(全省庁統一資格)「役務の提供等」の「A」、
「B」、「C」又は「D」の等級に格付されて
いる者であること。
(3)経済産業省からの補助金交付等停止措置又
は指名停止措置が講じられている者ではない
こと。
(4)過去3年以内に情報管理の不備を理由に経
済産業省との契約を解除されている者ではな
いこと。
(5)その他詳細は入札説明書による。

(1)～(5)第1号の5(1)～(5)に同じ,
(6)落札者の決定方法予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で、支出負担行為担当官が入札説明書で指定
する要求事項のうち、必須とした項目の最低
限の要求をすべて満たしている提案をした入
札者の中から、支出負担行為担当官が入札説
明書で定める総合評価の方法をもって落札者
を定めるものとする。

6 Summary

(3) Nature and quantity of the services to be
required : A set of support services for in-
house system development.

contract is concluded through 31 March
2027
(5) Fulfillment place: As per the specifica-
tions
(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Do not come under Article 70 and Arti-
cle 71 of the Cabinet Order concerning
the Budget, Auditing and Accounting.
Furthermore, minors, Person under Con-
servatorship or Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause :
②Have Grade A, B, C or D in offer of
service in terms of the qualification for
participating in tenders by Ministry of
Economy, Trade and Industry (Single
qualification for every ministry and agen-
cy) in the fiscal years 2025, 2026 and 2027
③Are not the subject of (a)an order pro-
hibiting them from receiving subsidies
from the Ministry of Economy, Trade
and Industry (METI); (b)an order prohib-
iting them from concluding contracts
with METI; or (c)an order disqualifying
them from bidding for METI projects co-
nducted under the "designated bidder'
system.
