(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に要求さ
れる事項を履行しなかった者の提出した入札
書その他入札説明書に掲げる事項に違反した
入札書は無効とする。
(4)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書に掲げる証
明書等を入札書の提出期限までに提出しなけ
ればならない。入札者は、当該証明書等に関
し説明を求められた場合は、それに応じなけ
ればならない。なお、入札者の提出した証明
書等は特許庁において審査するものとし、採
用し得ると判断した証明書等を添付した入札
書のみを、落札決定の対象とする。
(5)契約書作成の要否要。
(6)落札者の決定方法支出負担行為担当官が
採用し得ると判断した証明書等を提出した者
であって、予決令第79条の規定に基づいて作
成された予定価格の制限の範囲内で最低価格
をもって有効な入札を行った者を落札者とす
る。
(7)手続における交渉の有無無。
(8)落札者は、令和7・8・9年度経済産業省
競争参加資格(全省庁統一資格)を提出する
こと。

① Do not come under Article 70 and Arti-
cle 71 of the Cabinet Order concerning
the Budget, Auditing and Accounting.
Furthermore, minors, Person under Con-
servatorship or Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause :
②Have Grade A, B or C in offer of Sales
of Product in terms of the qualification
for participating in tenders by Ministry
of Economy, Trade and Industry (Single
qualification for every ministry and agen-
cy) in the fiscal years 2025, 2026 and 2027
③Are not the subject of (a)an order pro-
hibiting them from receiving subsidies
from the Ministry of Economy, Trade
and Industry (METI); (b)an order prohib-
iting them from concluding contracts
with METI; or (c)an order disqualifying
them from bidding for METI projects co-
nducted under the "designated bidder"
svstem.
