(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額(当該金額に1
円未満の端数があるときは、その端数金額を
切り捨てるものとする。)をもって落札価格と
するので、入札者は、消費税及び地方消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。

(全省庁統一資格)「物品の製造」又は「物品

(4)ガス事業法第3条の規定に基づき一般ガス
事業者としての許可を得ている者、同法第37
条の7の2第1項の規定に基づきガス導管事
業者としての届出を行っている者又は同法第
37条の9第1項の規定に基づき大口ガス事業
者としての届出を行っている者であること。
(5)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。

のない者がした入札及び入札に関する条件に
違反した入札は、無効とする。

納入することができると支出負担行為担当官
が判断した資料を添付して入札書を提出した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
行ったものを落札者とする。

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Persons under Conservator-
ship or Persons under Assistance who have
obtained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause.②Not come under Article 71 of the
Cabinet Order concerning the Budget, Au-
diting and Accounting.③Have Grade A or
B in "Manufacture of product or sale of pro-
duct" in terms of the qualification for par-
ticipating in tenders by Organizations in the
Kanto • Koushinetsu region related to the
Ministry of Justice (Single qualification for
every ministry and agency) for the purpose
of procurement in the fiscal years 2025,
2026 and2027.④Have got the Permission
as general gas utilities based on the Gas
Utility Industry Law, or who is performing
the notification as an gas lead pipe en-
trepreneur based on the Law, or those who
is performing the notification as large
quantity gas utilities based on the Law.⑤
Meet the qualification requirements which
the Obligating Officer may specify in accor-
dance with Article 73 of the Cabinet Order.
