①電子調達システムにより参加を希望する
者は、上記3(5)の受領期限までに入札書類
データ(申請書等)を上記3(1)に示すUR
しより、電子調達システムを利用して提出
しなければならない。
②紙入札方式により参加を希望する者は上
記3(5)の受領期限までに必要な申請書等を
上記3(2)に示す場所に提出しなければなら
ない。
なお、①②いずれの場合も、開札日の前日
までの期間において必要な申請書等の内容に
関する分任支出負担行為担当官からの照会が
あった場合には、説明しなければならない。
(4)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で、最低価格をもって有効な入札を行った者
を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札した他の者のうち最低価格をもっ
て入札した者を落札者とすることがある。

(6)入札方法落札者の決定は、総合評価方式
をもって行うので、総合評価のための性能・
機能・技術能力等に関する書類を提出するこ
と。なお、落札決定に当たっては、入札書に
記載された金額に消費税及び地方消費税の税
率を乗じて得た額を加算した金額(当該金額
に1円未満の端数があるときは、その端数金
額を切り捨てた金額とする。)をもって落札価
格とするので、入札者は消費税及び地方消費
税に係る課税事業者であるか免税事業者であ
るかを問わず、見積もった契約希望金額から
当該金額に係る消費税及び地方消費税に相当
する額を減じた金額を記載した入札書を提出
すること。
原則として、当該入札の執行において入札
執行回数は2回を限度とする。なお、当該入
札回数までに落札者が決定しない場合は、予
算決算及び会計令第99条の2の規定に基づく
随意契約(以下「不落随契」という。)に移行
する場合がある。その場合は以下のとおりと
する。
①不落随契に伴う見積依頼は、2回目の入
札を行ったものに対して行うものとする.
②見積書提出意思のある者は、見積書の提
出を行うこと。
③見積書提出意思のない者は、辞退届を必
ず提出すること。
なお、紙入札方式による入札者は、開札
場より退出すること。
④何ら意思表示のない者は、見積書提出意
思のない者とみなす。

(7)電子調達システム(GEPS)の利用本
案件は、申請書等の提出、入札及び契約を電
子調達システムで行う対象案件である。なお、
電子調達システムによりがたい場合は、紙入
札方式参加願、紙契約方式記名押印願を提出
し、紙入札方式、紙契約方式に代えることが
できる。
2競争参加資格
(1)予算決算及び会計令(以下「予決令」とい
う。)第70条及び第71条の規定に該当しない者
であること。
(2)令和7・8・9年度国土交通省競争参加資
格(全省庁統一資格)「役務の提供等」の近畿
地域又は東海・北陸地域の競争参加資格を有
する者であること。
なお、当該資格に係る申請については、「競
争参加者の資格に関する公示」の別表に記載
されている申請受付窓口(近畿地方整備局総
務部契約課ほか)にて随時受け付けている。
(3)申請書等の受領期限の日から開札の時まで
の期間に、近畿地方整備局長から指名停止を
受けていないこと。
