次のとおり一般競争入札に付します。

(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額(当該金額に1
円未満の端数があるときは、その端数金額を
切り捨てるものとする。)をもって落札価格と
するので、入札者は、消費税に係る課税事業
者であるか免税事業者であるかを問わず、見
積もった契約金額の110分の100に相当する金
額を入札書に記載すること。
(7)その他独立行政法人国立病院機構契約事
務取扱細則(以下、契約細則という。)第22条
の規定に基づき単価契約とする。
2競争参加資格
(1)独立行政法人国立病院機構契約事務取扱細
則(以下、契約細則という。)第5条の規定に
該当しない者であること。なお、未成年者、
被保佐人又は被補助人であっても、契約締結
のために必要な同意を得ているものは、同条
中、特別の理由がある場合に該当する。
(2)契約細則第6条の規定に該当しない者であ
ること。
(3)厚生労働省競争参加資格(全省庁統一資格)
「物品の販売」のA、B又はCの等級に格付
され、近畿地域の競争参加資格を有する者で
あること。
(4)ガス事業法第3条の規定に基づき、一般ガ
ス事業者として届け出を行っている者である
こと。
(5)購入されるガスを経理責任者が指定する日
時、場所に十分供給することができることを
証明した者であること。
(6)契約細則第4条の規定に基づき、経理責任
者が定める資格を有する者であること。

(1)契約手続において使用する言語及び通貨

参加を希望する者は、封印した入札書に入札
説明書に定める資料を添付して入札書の受領
期限までに提出しなければならない。入札者
は、開札日の前日までの間において、経理責
任者から当該書類に関し説明を求められた場
合は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article 5 of the Regula-
tion concerning Contract for National
Hospital Organization (NHO). Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause;
②not come under Article 6 of the Regula-
tion concerning Contract for NHO;
3 have Grade A, B or C in "Sales of prod-
ucts" for participating in tenders by Min-
istry of Health, Labour and Welfare
(Single qualification for every ministry
and agency) in Kinki Region;
④ It must be a person as the general gas
utility based on regulations of the gas en-
terprises act who is doing based on regu-
lations of permitted person or this law as
an gas lead pipe entrepreneur's written
report, or specific scale gas entrep-
reneur's written report ;
⑤prove that they can deliver gas, on the
date and to the place specified by the ob-
ligating officer;
⑥ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 4 of the Regu-
lation:
