(5)履行場所入札説明書による。
(6)入札方法入札金額は、契約電力及び年間
予定使用電力の対価に従って計算した総価で
行うこととする。
なお、落札決定に当たっては、入札書に記
載された金額に当該金額の10パーセントに相
当する額を加算した金額(当該金額に1円末
満の端数があるときは、その端数金額を切り
捨てた金額。)をもって落札価格とするので、
入札者は、消費税及び地方消費税に係る課税
事業者であるか、免税事業者であるかを問わ
ず、見積もった契約金額の110分の100に相当
する金額を入札書に記載すること。
※入札書に記載する金額の算定に当たって
は、力率割引又は割増、発電費用等に係る
燃料価格変動の調整額、市場価格調整及び
電気事業者による再生可能エネルギー電気
の調達に関する特別措置法に基づく賦課金
は考慮しないこととする。

2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度法務省競争参加資格
(全省庁統一資格)「物品の販売」においてA、
B又はCの等級に格付けされている者である
こと。
(4)電気事業法第2条の2の規定に基づき、小
売電気事業の登録を受けている者であるこ
と。
(5)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。

本件は、電子調達システムを利用することが
できる案件である。

(1)入札及び契約手続において使用する言語及

(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示した必
要書類を指定期日までに上記3(1)の場所に提
出しなければならない。また、開札日の前日
までの間において、支出負担行為担当官から
当該書類に関し説明を求められた場合は、そ
れに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は、無効とする。

(6)落札者の決定方法本公告に示した物品を
納入できると支出負担行為担当官が判断した
資料及び入札書を提出した入札者であって、
予算決算及び会計令第79条の規定に基づいて
作成された予定価格の制限の範囲内で最低価
格をもって有効な入札を行った入札者を落札
者とする。

6 Summary

purchased: Supply of Electricity to be used
in correctional facilities within the jurisdic-
tion of Chugoku correction headquarters.
The estimated electricity for the year is
23,169,073kWh
(4)Delivery period: From 1 April2026 th-
rough 31 March 2027
(5) Delivery place: Refer to the tender ex-
planation
(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, Minors, Persons under Conservator-
ship or Persons under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause. 2
Not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting.③Have the Grade A, B or C in
"Sale of product" in terms of the qualifica-
tion for participating in tenders by Ministry
of Justice (Single qualification for every mi-
nistry and agency) for the purpose of pro-
curement in the fiscal years 2023, 2024 and
2025. ④Have registered in accordance with
article 2—2 of the Electricity Utilities In-
dustry Low. ⑤An eligible person who have
the qualification set by the warden of
Matsue Prison in accordance with article 73
at the Cabinet Order concerning the Budg-
et, Auditing and Accounting. ⑥Have not
received suspension of designated contrac-
tor status, etc. from any ministry or agency
(including person specially qualified by offi-
cials in charge of disbursement of the pro-
curing entity).(7)An eligible person whose
business condition and credit are deemed
not to be a severe degradation, and who is
sure to implement the contract.

their ability to supply the system concerned
and meet our requirements in order to be
judged acceptable by the contracting enti-
ty ; and provide explanations on the con-
