(6)入札方法入札書に記載する金額は、各社
において設定する契約電力に対する単価(基
本料金単価)及び使用電力量に対する単価(電
力量料金単価)を根拠とし、別途提示する月
毎の予定契約電力及び予定使用電力量に基づ
き算出した各月の対価の年間総価を入札金額
とすること。なお、落札決定に当たっては、
入札書に記載された金額に当該金額の10パー
セントに相当する額を加算した金額(当該金
額に1円未満の端数があるときは、その端数
金額を切り捨てるものとする。)をもって落札
価格とするので、入札者は、消費税及び地方
消費税に係る課税事業者であるか免税事業者
であるかを問わず、見積もった契約希望金額
の110分の100に相当する金額を入札書に記載
すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度内閣府競争参加資格
(全省庁統一資格)において「物品の製造」
又は「物品の販売」の「A」、「B」、「C」又は
『D』の等級に格付けされている者であるこ
と。
(4)電気事業法第2条の2の規定に基づき小売
電気事業の登録を受けている者であること。
(5)契約担当官等から取引停止の措置を受けて
いる期間中の者でないこと。
(6)警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
者として、国発注業務等からの排除要請があ
り、当該状態が継続している者でないこと。
(7)省CO2化の要素を考慮する観点から、入札
説明書に記載する基準を満たすこと。

dering procedures: Suppliers eligible for
participating in the proposed tenders are

minors, persons under conservatorship or
person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Do not come under Article 71 of the

③ Have Grade A, B, C or D "Manufacture
of product" or "Sale of product" in terms
of the qualification for participating in
tenders by Cabinet Office (Single qualifi-
cation for every ministry and agency) in
the fiscal years 2025, 2026,2027.
④ Have registered in accordance with ar-
ticle 2—2 of the Electricity Utilities In-
dustry Law.
⑤ The person who is not being suspended
from transactions by request of the offi-
cials in contract.
