(6)入札方法入札金額は、各社において設定
する契約電力に対する単価(kW単価、支部
別に供給期間を通じて単一のものとする。)及
び使用電力量に対する単価(kWh単価、支
部別に供給期間を通じて単一のものとする。)
を根拠(小数点第2位までの値とする。)とし、
当庁が提示する契約電力及び予定使用電力量
の対価を入札金額とすること。なお、落札決
定に当たっては、入札書に記載された金額に
当該金額の10パーセントに相当する額を加算
した金額(当該金額に1円未満の端数がある
ときは、その端数金額を切り捨てるものとす
る。)をもって落札価格とするので、入札者は、
消費税及び地方消費税に係る課税事業者であ
るか免税事業者であるかを問わず、見積もっ
た契約金額の110分の100に相当する金額を入
札書に記載すること。
(7)電子調達システムの利用本件は、入札、
資料提出、開札等を電子調達システムを利用
した方式により実施するものとする。ただし、
電子入札方式により難い者は、支出負担行為
担当官の承諾を得た場合に限り、紙入札方式
により参加し、又は紙入札方式へ変更するこ
とができる。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和07・08・09年度最高裁判所競争参加資
格(全省庁統一資格)の「物品の販売」にお
いて、A又はB等級に格付けされている者で、
北海道地域の競争参加資格を有する者である
こと。
(4)上記2(3)の資格の申請の時期及び場所は、
全省庁統一資格申請の方法による。
(5)電気事業法第2条の2の規定に基づき、小
売電気事業者としての登録を受けている者で
あること。
(6)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。
(7)開札時において、最高裁判所から指名の対
象外とすることを定める措置を受けていない
こと。

ing in bids required by the Supreme Court

agency) in the fiscal years 2025,2026 and
2027 and meet the qualification for partici-
pating in bids within Hokkaido region;④

qualification of shall be in the manner of
application for single qualification for
every ministry and agency; 5have re-
gistered as a Retail Electricity Utility in ac
cordance with Article 2—2 of the Electric-
ity Business Act;⑥meet the qualification
requirement which the obligated officer
may specify in accordance with Article 73
of the above-mentioned Cabinet Order ; and
