(6) ing ification for participating in the bid-
ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those who
shall: : apply to Article 70 70 of the Cabi-
net Order concerning the Budget, Auditing,
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article);②not apply to Article71 of
the above-mentioned Cabinet Order;③
have Grade A in Selling classification in
terms of the qualification for participating
in bids required by the Supreme Court (sing-
le qualification for every ministry and
agency) in the fiscal years 2025, 2026 and
2027 and meet the qualification for partici-
pating in bids within Hokkaido region;④
The time and place of application for the
qualification of shall be in the manner of
application for single qualification for
every ministry and agency; 5have a li-
cense to be a General Electricity Utility in
accordance with Article 2, paragraph 2 of
the retail electricity company;⑥meet the
qualification requirement which the ob-
ligated officer may specify in accordance
with Article 73 of the above-mentioned Ca-
binet Order; and ⑦have not received sus-
pension of designated contractor status
from the Supreme Court at the time of the
opening of bids
