the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.

pension of bidding by the Ministry of
Health, Labour and Welfare

regulations
⑥In the Ministry of Health, Labour and
Welfare's qualification for bidding (unifi-
ed qualification for all ministries and
agencies) for fiscal years 2025, 2026 and
2027, the person must be ranked as A, B
or C in the category of "provision of ser-
vices, etc." by the Director of the Ac-
counting Division, Minister's Secretariat,
Ministry of Health, Labour and Welfare.
⑦For bidders subject to the following in-
surance system of each item, and it is not
in arrears either of insurance premiums

last two years of the bid submission dead-
line of this bid
