(1)契約手続に使用する言語及び通貨
日本語及び日本国通貨。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項
①電子調達システムにより参加を希望する
者は、上記3(5)の受領期限までに入札書類
データ(申請書等)を上記3(1)に示すUR
Lより、電子調達システムを利用して提出
しなければならない。
②紙入札方式により参加を希望する者は上
記3(5)の受領期限までに必要な申請書等を
上記3(2)に示す場所に提出しなければなら
ない。
なお、①②いずれの場合も、開札日の前日
までの期間において必要な申請書等の内容に
関する分任支出負担行為担当官からの照会が
あった場合には、説明しなければならない。
(4)落札対象申請書等は、分任支出負担行為
担当官において技術審査を行い、当該業務の
遂行が可能と認められると判断した当該申請
書等に係る入札書のみを落札対象とする。
(5)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札は無効とする。
(6)契約書作成の要否要
(7)落札者の決定方法総合評価落札方式とす
る。上記4(3)に従い申請書等を提出した入札
者であって、上記2の競争参加資格を全て満
たし、本公告及び入札説明書等において明ら
かにした性能・機能・技術能力等の要求要件
のうち必須とされた項目の最低限の要求要件
を全て満たし、当該入札者の入札価格が予決
令第79条の規定に基づいて作成された予定価
格の制限の範囲内であり、かつ、当該入札者
の申し込みに係る性能等の各評価項目の得点
の合計を当該入札者の入札価格で除して得た
数値の最も高い者をもって落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札した他の者のうち、得点の合計を
入札価格で除して得た数値の最も高い者を当
該契約の落札者とすることがある。
