次のとおり一般競争入札に付します。

(2)購入等件名及び数量「令和8～10年度中
小企業大学校東京校校内インターネット接続
機器等の保守業務一式
(3)調達案件の仕様等入札説明書及び仕様書
による。
(4)履行期間令和8年2月16日(月曜)から
令和11年3月31日(土曜)まで。
(5)履行場所仕様書による.
(6)入札方法入札金額は、請負金額の総額を
記載すること。なお、落札決定に当たっては、
入札書に記載された金額に当該金額の10%に
相当する額を加算した金額(当該金額に1円
未満の端数があるときは、その端数金額を切
り捨てるものとする。)をもって落札価格とす
るので、入札者は、消費税及び地方消費税に
係る課税事業者であるか免税事業者であるか
を問わず、見積もった契約金額の110分の100
に相当する金額を入札書に記載すること。
2競争参加資格
(1)中小企業基盤整備機構契約事務取扱要領
(要領16第29号)第2条及び第3条の規定に
該当しない者であること。

(2)中小企業基盤整備機構反社会的勢力対応規
程(規程22第37号)第2条に規定する反社会
的勢力に該当しないこと。

(3)令和7・8・9年度の全省庁統一資格を有
する者であり、「物品の製造(116電気・通信
用機器類、117電子計算機類)、「物品の販売
(216電気・通信用機器類、217電子計算機類)
または「役務の提供等(304情報処理、306ソ
フトウェア開発、315その他)のいずれかの
営業品目に登録されていること。等級は問わ
ない。
(4)入札説明書及び仕様書等の交付を受けた者
であること。
(5)当該業務に必要な経営基盤を有し、かつ、
資金等について十分な管理能力を有している
こと。
(6)当機構から競争参加資格停止措置期間中の
者(中小企業基盤整備機構契約競争参加資格
停止措置要領(要領17第2号)に基づく競争
参加資格停止期間中の者をいう。)または官公
庁発注契約に係る指名停止期間中の者でない
こと。
(7)現在、当機構の専門家として業務委託契約
を締結している者または専門家が役員等に所
属する法人に該当する者ではないこと,
(8)過去3年以内に情報管理の不備を理由に当
機構との契約を解除されている者ではないこ
と。
(9)競争に参加するために必要な証明資料を提
出期限までに提出し、評価の結果、参加を認
められた者であること。
3入札書の提出場所等
(1)入札説明書等の交付期間、交付場所及び方
法.
①交付期間令和7年12月12日(金曜)か
ら令和8年1月16日(金曜)まで。
②交付時間交付期限までの平日9時00分
より17時00分まで(11時30分から13時30分
までの時間を除く)とする。
③交付場所及び方法仕様書、入札説明書
等については、令和7年12月12日(金曜)
から下記(2)の場所にて交付する。なお、仕
様書は入札終了後、返却のこと。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨。
(2)入札保証金及び契約保証金免除,
(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の入札書及びそ
の他入札に関する条件に違反した入札。
(4)契約書作成の要否要。
(5)落札者の決定方法中小企業基盤整備機構
の定める予定価格の制限の範囲内で最低価格
をもって有効な入札を行った者を落札者とす
る。ただし、落札者となるべき者の入札価格
によっては、その者により当該契約の内容に
適合した履行がなされない恐れがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなる恐れ
があって著しく不適当であると認められると
きは、予定価格の制限の範囲内の価格をもっ
て入札をした他の者のうち、最低価格をもっ
て入札をした者を落札者とすることがある。

5 Summary

required : Maintenance of internet connec-
tion devices and other related equipment at
the Tokyo SME Traing Insti-
tute (From February 2026 to March 2029) 1
set.
(4) Fulfillment period : From Monday, Feb-
ruary 16,2026, to Saturday, March 31,2029.
(5) Fulfillment place: As in the tender do-
cumentation
(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①Not fall under the provisions of Arti-
cles 2 and 3 of the Guidelines for Han-
dling Contract Affairs of the Organiza-
tion for Small and Medium Enterprises
and Regional Innovation (Guidelines 16,
No.29).
② Not fall under the provisions of Article
2 of the Organization for Small and Me-
dium Enterprises and Regional Innova-
tion Regulations for Dealing with An-
tisocial Forces (Regulations 22, No.37).
③ Have a unified qualification for all mi-
nistries and agencies for fiscal years
2025, 2026, and 2027, and are registered in
the industry category and classification
of "Manufacturing (116 Electri-

④Have been provided with necessary do-
cumentation, such as bidding documents
and specifications.
⑤Have the management base necessary
for the business and has sufficient man-
agement capabilities regarding funds and
related matters.
⑥Not have had their eligibility to partici-
pate in competitive bidding be suspended
by the Organization for Small& Medium
Enterprises and Regional Innovation
(meaning a person whose eligibility to
participate in competitive bidding has
been suspended pursuant to the Gui-
delines on Suspension of Eligibility to
Participate in Bidding of the Organiza-
tion for Small& Medium Enterprises and
Regional Innovation (Article 17, Para-
graph 2 of the Guidelines)) or have had
their eligibility to participate in public
agency contracts be suspended.
⑦Not be individuals currently contracted
to outsource services as experts by the
Organization, nor a corporation in which
experts serve as officers or hold decision-
making positions
⑧ Not have had their contract with the
Organization be terminated within the
past three years due to inadequate infor-
mation management.
⑨Have submitted the necessary proof
documents to participate in the competi-
tion by the deadline and have been ap-
proved to participate as a result of eva-
luation.
