4入札の方法
本案件は、電子調達システムで行う。なお、
電子調達システムによりがたい者は、書面によ
り事前に申し出た場合に限り、紙入札によるこ
とができる。
5その他
(1)入札及び契約手続きにおいて使用する言語
及び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項本件入札に参加
を希望する者は、別に示す書類を指定する期
日までに提出しなければならない。入札者は、
支出負担行為担当官から当該書類に関し説明
等を求められた場合は、これに応じなければ
ならない。また、入札の参加を希望する者は、
上記書類とあわせて暴力団等に該当しない旨
の誓約書及び自己申告書を提出しなければな
らない。
(4)入札書の無効本公告に示した競争参加資
格のない者の提出した入札書、入札者に求め
られる義務を履行しなかった者の提出した入
札書その他入札の条件に違反した者の提出し
た入札書は無効とする。また、入札者が上記
(3)に基づく誓約書等を提出せず、虚偽の誓約
をし、若しくは誓約書等に反することとなっ
たときは、当該者の入札は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて定めた予定価格の範囲
内で、最低価格をもって有効な入札を行った
入札者を落札者とする。

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall
①Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
②Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ Have Grade A, B or C on "Sale of prod-
ucts" in terms of the qualification for par-
ticipating in tenders by the Ministry of
Health, Labor and Welfare (Single quali-
fication for every ministry and agency) in
the fiscal years 2025, 2026 and 2027
④There is no delinquency on employee's
pension insurance, health insurance, sea-
men's insurance, national pension and la-
bor insurance premiums.
⑤ Prove to have no false statement in
tendering documents.
⑥Prove neither the business condition
nor credibility is deteriorating.
⑦Meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order
