(6)入札方法入札金額は、契約電力に対する
単価(同一月においては単一のものとし、小
数点以下を含むことができる。)及び使用電力
量に対する単価(同一月においては単一のも
のとし、小数点以下を含むことができる。)を
根拠とし、当所が提示する契約電力及び予定
使用電力量の対価の総額とすること。なお、
落札決定に当たっては、入札書に記載された
金額に消費税額及び地方消費税額(以下「消
費税額等という。)を加算した金額(当該金
額に1円未満の端数があるときは、その端数
金額を切り捨てるものとする。)をもって落札
価格とするので、入札者は、消費税の課税事
業者であるか免税事業者であるかを問わず、
見積もった契約金額から消費税額等を除いた
金額を入札書に記載すること。
2競争参加資格
(1)独立行政法人酒類総合研究所契約事務取扱
要領第5条の規定に該当しない者であるこ
と。なお、未成年者、被保佐人又は被補助人
であって、契約締結のために必要な同意を得
ている者は、同条中、特別の理由がある場合
に該当する。
(2)独立行政法人酒類総合研究所契約事務取扱
要領第6条の規定に該当しない者であるこ

(3)令和7・8・9年度財務省競争参加資格
(全省庁統一資格)において「物品の販売」
の「A」又は「B」等級に格付けされ、中国
地域の競争参加資格を有する者、又は当該競
争参加資格を有していない者で、入札参加資
格審査書類等の受領期限までに競争参加資格
審査を受け、競争参加資格者名簿に登録され
た者であること。
(4)電気事業法第2条の2の規定に基づき小売
電気事業者の登録を受けている者であるこ
と.
(5)省CO2化の要素を考慮する観点から、「環境
に配慮した電力調達契約評価基準に記載す
る基準を満たす者であること。
(6)各省各庁から指名停止等を受けていない者
であること。
(7)経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な履行が確
保される者であること。
(8)その他入札説明書による。

(6)Qualifications for Participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①Not come under Article 5 of the Cabi-
net Order concerning Contract for NRIB.
Furthermore, minors, Person under Con-
servatorship or Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause.
② Not come under Article 6 of the Cabi
net Order concerning Contract for NRIB.
③Have Grade A or B in "Sale of product"
in terms of the qualification for partici-
pating in tenders by Organizations in the
Chugoku area related to the Ministry of
Finance (Single qualification for every
ministry and agency) in the fiscal years,
2025, 2026 and 2027.
④ The I evaluat
tion of the action about calculation indi-
cating the degree of discharge such as the
greenhouse gas and the reduction of the
load to environment based on "Act on
Promotion of Contracts of National Gov-
ernments and Other Entities Involving
Due Care for Reduction of Greenhouse
Gas Emission" and "Basic policy of Con-
tracts of National Governments and Inde
pendent Administrative Agency Involv-
ing Due Care for Reduction of Green-
house Gas Emission", and it was with a
person of bid conformity.

cle 2—2 of the Electricity Business Act
